Salado Isolation Mining Contractors, LLC (SIMCO), managing and operating contractor of the Waste Isolation Pilot Plant (WIPP) is currently seeking qualified individuals to serve as a
Cost Analyst and join our team located in Carlsbad, New Mexico.
Responsibilities
A successful Project Controls Engineer will possess the ability in performing cost/schedule engineering activities and/or implementing change control, risk management and reporting work processes. Direction will be received from Manager/Supervisor. All work will be carried out within established Project Controls processes and procedures that comply with certified EVMS standards and SIMCO’s corporate requirements. The successful candidate will have an innovative approach to completing their work, advanced automation skills, and/or Business Intelligence Analytics, and will require frequent interaction with other members of the project team to develop solutions to execution challenges

- Understand the project scope, schedule, and cost objectives and work with assigned department(s) to develop and implement a plan for successful execution.
- Perform cost engineering, change control, risk management, and/or reporting activities in coordination with other members of the Project Controls team that require an intermediate level of technical skill and experience.
- Conduct cost control and performance analysis activities, as well as basic cost estimating tasks related to the assigned scope.
- Actively participate in project risk management and change control processes, as needed.
- Prepare performance reports and special studies related to assigned scope for presentation to project, corporate, and/or customer management team(s).
- Participate in project external and internal cost and schedule reviews.
- Collaborate with other project team members to identify, analyze, and provide innovative solutions to cost engineering and planning/scheduling challenges.
- Complete all work in compliance with the project’s certified Earned Value Management System and corporate procedure requirements necessary to maintain the integration of the project’s resource loaded Integrated Master Schedule, cost processor, and associated software tools.
Minimum Requirements

- Bachelor’s degree, or
- Associate’s degree with four (4) years of experience, or
- High School Diploma or Equivalency with eight (8) years of experience is required.
- Working knowledge and experience with Microsoft Excel.
- Ability to work in a fast-paced environment with deadlines.
- Must be 18 years of age.
- Must be authorized to work and remain in the United States without SIMCO visa sponsorship now or in the future.
- Must be able to obtain a Department of Energy badge for access to the WIPP Site (even if teleworking, must still be able to comply with security requirements to obtain a badge).
- Non-U.S. citizens from countries identified by the Department of Energy as posing heightened security concerns—including sensitive countries, state sponsors of terrorism, countries of risk, and other designated countries –are subject to additional security requirements that limit site access.
Preferred Requirements
- Working knowledge of Earned Valued Management System (EVMS) and concepts in a Department Of Energy (DOE) Project is preferred.
- The ideal candidate will also have experience with Deltek Cobra Software, Deltek wInsight, Oracle Peoplesoft Financial software and Empower.
- Ability to interface with internal and external customers at all levels of a project team directly or virtually is desired.
- Advanced usage knowledge and proficiency of Microsoft Excel and advanced proficiency with other Microsoft (MS) Office applications (Outlook, Word, PowerPoint, and Access) is preferred.
- Experience with Primavera P6 or other scheduling software (such as MS Project) and their techniques.
- Preference given to candidates with hands-on experience with financial tools, including Oracle suite of products.
- Previous WIPP Project experience is preferred

Exempt grade level(s) 28-32. Salary range: $70,972 to $145,184 per year --the specific salary offered to a candidate will be influenced by a variety of factors, particularly the candidate’s relevant experience and education.
