What You'll Do
The Conduct of Operations (CONOPS) Specialist will provide programmatic support for the Y-12 National Security Complex’s CONOPS Program which establishes structured guidance to ensure mission success and protect workers, the public, and the environment. The CONOPS Program Specialist will work directly with the CONOPS Functional Requirement Owner (FRO) to integrate processes, policies, and practices across multiple Y-12 organizations to ensure compliance with DOE Order 422.1, Conduct of Operations. The incumbent will serve as Subject Matter Expert on CONOPS systems and processes through collaboration with experts and key stakeholders to drive operational excellence and enhance the site’s overall safety and efficiency. This position requires significant exposure and communication with senior level management and outside customers, such as YFO and DNFSB. The CONOPS Program Specialist will be responsible for thorough knowledge of Y-12 site operations and make required modifications of Y14-001, Conduct of Operations Manual.
Responsibilities
- Serves as Subject Matter Expert and team lead for Y14-001, Conduct of Operations Manual and supports by assisting with technical guidance development and implementation.
- Supports maintenance of procedure revisions, coordinating procedure process assessments to verify compliance, and identifying, analyzing, and developing procedure process improvements.
- Ensures procedures are written to a level of detail consistent with the qualifications and training of the end-users.
- Assists with CONOPS Applicability Matrix and CONOPS Continuum Plan periodic updates.
- Develops a working knowledge of Safety Basis Documents (SAR & TSR), Job Hazard Analysis (JHAs), Unreviewed Safety Question (USQ) documents, and control flow down into operating procedures.
- Assists line management by identifying areas for CONOPS improvements; identifies and tracks resolution of discrepancies.
- Performs other tasks and roles as directed by the CONOPS Functional Requirement Owner.
- Serves as designee for the Conduct of Operations Functional Owner in the absence of the Manager.
Accountabilities
- To the CONOPS FRO and Y-12 Site Manager for resolution of CONOPS related issues and programmatic support.
- To the Analytical Chemistry and Technical Assurance Senior Director to support CONOPS improvement initiatives.
- To the assigned Organizational Management to provide effective recommendations and strategies to implement CONOPS requirements.

Minimum Job Requirements
- Bachelor's degree: Minimum of 7 years of relevant experience.
- OR Master's degree: Minimum 6 years of relevant experience.
- OR PhD.
- In addition, the applicant must meet the requirements of DOE O 426.2A (i.e., Baccalaureate in engineering or related scientific major, 2 years job-related, and 1-year nuclear experience; or a DOE O 426.2A alternative).
- Fifteen (15) or more years of education and/or relevant experience may be considered to satisfy educational and years-of-experience for this posting.
Preferred Job Requirements
- Possess a thorough knowledge of the principles of Conduct of Operations as described in DOE (Department of Energy) 0 422.1.
- Requires broad understanding of Y-12 safety, security, and mission related operations.
- Requires working knowledge of design safety analysis documentation, process hazard analysis, and control follow down into operating procedures.
- Requires relevant experience in resolution of multi-functional or multi-process problems with a dynamic environment.
- Requires thorough understanding of proper requirements flow down from federal regulations and DOE orders into Y-12 and divisional procedures.
- At least five years of relevant work experience is required in areas involving Conduct of Operations requirements.
- Leadership and/or significant support roles in a procedure compliance environment is preferred.
- Technical writing experience is preferred.
- Strong interpersonal skills with the ability to communicate up and down the organization is required.
- Must have experience working in an environment where strict adherence to established procedures is required.
- Relevant military experience will be considered as a valid substitute for this requirement.
