The Nuclear Nonproliferation Division (NND) at ORNL advances U.S. export control and nonproliferation objectives by providing subject matter expertise that strengthens national security policy, supports regulatory improvements, and enhances compliance and implementation at both localized and federal levels. Within NND, the Nonproliferation Safeguards and Treaty Verification Section provides direct support to the DOE and the National Nuclear Security Administration (NNSA) to help control, detect, and deter the proliferation of nuclear, chemical, biological, and missile (NCBM) technologies. Our nonproliferation work spans the full spectrum of NCBM-related technologies and includes applied analysis and operational support that informs export control implementation, interdiction, compliance, and international engagements. The Section also supports the development of U.S. nonproliferation policy by providing technical analyses and recommendations that help propose, evaluate, and inform updates to relevant policies, guidance, and regulatory frameworks. We are seeking an early career project management and technical staff member to join our diverse team and help advance these efforts.
Major Duties/Responsibilities:
- Work with multiple projects to develop and track schedules, deliverables, and milestones
- Generate monthly program status reports for NNSA headquarters oversight. Work closely with ORNL managers and PIs to ensure activities, due-outs, and deliverables are tracked and reported properly.
- Work with research and technical staff to develop monthly or quarterly project deliverables and budget status reports for DOE sponsors
- Create, monitor, and track to close-out purchase requisitions/purchase orders on behalf of PIs. This includes close interaction with subcontractors, vendors, and ORNL Procurement
- Work with PIs to prepare project proposals for sponsors outside of DOE through the Strategic Partnership Projects (SPP) office. Enter project information into the SPP online system and monitor approval status. Assist PIs in monitoring project status to ensure projects are on track to meet deliverables and within budget
- Organize, coordinate, and deliver complex training events. This would include responsibility for a learning management system, outreach and communication with participants, preparation and shipping of course materials, budget and cost reconciliation
- Website maintenance and updates
- Ability to run an advanced ticketing system, including request intake and distribution, matching deliverables to project needs and reporting requirements
- Perform high risk property reviews, identifying strategic materials and equipment. Reviews would include technical write-ups and destruction plans
- Ability to grow and advance in knowledge and expertise pertaining to U.S. export control regimes and associated requirements
- Be open to new ideas and developing new processes as needed to meet mission needs and improve efficiency. Assist other projects in an ad-hoc role as-needed to fill in gaps
Basic Qualifications:
- BS/BA degree in a science, engineering, business or related field with two years of relevant work experience
- Proficiency with the Microsoft Office suite of tools including Excel, Word, and PowerPoint
- Experience in budget development and tracking
- Experience working with databases, data sets, multiple data sources and interpreting complex data to create meaningful information
- Strong attention to detail
- Strong written and verbal communication skills and demonstrated ability to be organized and flexible
- Must be able to travel domestically, on average one week per month
- Ability to obtain and maintain a Q clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program
Preferred Qualifications:
- Practical experience in utilizing software such as SAP, Ariba-SAP, Business Intelligence
- Experience in procuring services/materials
- Experience in learning management systems, scheduling, logistics, and event coordination
- Ability to function well in research/technical environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs
- Ability to work independently or in a team-driven setting
Q clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy.
