Overview:
The Laboratory Modernization Division (LMD) at Oak Ridge National Laboratory (ORNL) is seeking qualified applicants for the position of Mission Readiness Coordinator. This position manages the Mission Readiness program and supports long-range facilities and infrastructure planning to address critical capability gaps and align planned investments with ORNL's Lab Agenda, science initiatives, and campus strategy. The successful candidate will work closely with Directorate leadership, mission support organizations, Executive Leadership, Business Services, the Office of Institutional Planning and Performance Management, and LMD planning, space, design, and project management teams to develop prioritized infrastructure actions, campus strategy objectives, the Annual Lab Plan Section 6, and a 10-year facilities and infrastructure investment profile. This position resides within LMD in the Facilities & Operations (F&O) Directorate.
Major Duties/Responsibilities:
- Lead the Mission Readiness process for LMD, including planning, facilitating, and documenting quarterly meetings with Directorate Leadership, Chief Operations Officers, and Associate Lab Directors.
- Identify, collect, analyze, and organize Directorate infrastructure capability gaps and categorize them into strategic, critical, and priority categories.
- Develop and maintain a structured methodology for prioritizing infrastructure capability gaps and recommended actions.
- Analyze and prioritize infrastructure capability gaps and recommended actions to support the Lab Agenda, science initiatives, mission needs, and campus strategy.
- Develop campus strategy objectives for Leadership review and approval.
- Develop and maintain a 10-year facilities and infrastructure investment profile for Leadership review and approval.
- Develop the Annual Lab Plan Section 6 and associated 10-year Investment Profile inputs.
- Assist Leadership with preparation of the Annual Lab Plan Campus Strategy presentation and related briefings.
- Provide input to the capital planning process and preparation of the Lab Agenda by evaluating project options and defining project scope in support of business objectives.
- Maintain an in-depth understanding of the technical aspects, operational requirements, infrastructure conditions, and mission needs of ORNL facilities being supported.
- Interface effectively with the Office of Institutional Planning and Performance Management, Business Services, Chief Operations Officers, Executive Leadership, and the LMD Space, Design, and Project Management teams.
- Perform work and make decisions within established ORNL policies, procedures, and guidelines, including applicable Standards-Based Management System (SBMS) requirements.
- Act to ensure safe and effective operations, including ceasing work activity and/or issuing a Stop Work Order if an imminent ES&H danger exists.

Qualifications Required:
- BS degree in Engineering, Architecture, Facilities Planning, Construction Management, Project Management, Business, or a related technical or planning discipline.
- A minimum of 8 years of relevant experience in facilities planning, infrastructure strategy, capital planning, campus planning, project planning, engineering, operations, or related mission-support functions.
- Demonstrated ability to analyze complex facilities and infrastructure needs and translate capability gaps into prioritized actions and investment recommendations.
- Experience developing or supporting long-range investment profiles, campus strategy materials, annual planning inputs, capital planning documents, or similar strategic planning deliverables.
- Ability to engage, facilitate, and coordinate with senior leaders, technical staff, operations personnel, business partners, and cross-functional teams.
- Strong written and verbal communication skills, including the ability to prepare clear briefings, planning documents, presentations, and leadership decision materials.
- Ability to understand technical aspects of facilities and infrastructure and connect them to research mission needs, business objectives, safety requirements, and campus strategy.
- Demonstrated ability to work independently, manage multiple priorities, and make sound decisions within established policies, procedures, and guidelines.
Qualifications Preferred:
- Experience working in a DOE national laboratory, federal research facility, university research campus, or other complex science and technology environment.
- Knowledge of DOE, ORNL, or federal capital planning processes, including Annual Lab Plan inputs, Lab Agenda development, mission readiness planning, and infrastructure investment planning.
- Master's degree in Engineering, Architecture, Planning, Business Administration, Construction Management, Project Management, Public Administration, or a related field.
- Professional certification such as PMP, AICP, PE, RA, or other relevant planning, engineering, or project management credential.
- Experience with space planning, facility condition assessments, infrastructure gap analysis, portfolio planning, or strategic campus planning.
