What You'll Do
The Nuclear Material Control & Accountability (NMC&A) department is seeking a Site Strategy Coordinator to serve as the subject-matter expert for the material control program. This position is critical during a period of significant site transition, including new construction and demolition activities, and is responsible for developing and implementing new or improved methodologies to protect Special Nuclear Materials (SNM). The incumbent will provide authoritative oversight and direction to ensure material control, safeguards, and storage methods are properly planned, executed, and documented in alignment with a graded safeguards approach.
This role requires knowledge of advanced NMC&A principles to ensure compliance with government regulations across current and future site operations. The coordinator will interface with multiple disciplines, audit organizational compliance, and provide input on strategic projects. Key responsibilities include representing the NMC&A department in meetings, ensuring material surveillance requirements are integrated into operating procedures, participating in risk assessment processes, and providing briefings and training. The work is essential to the site's security and mission, directly impacting the integrity of the nuclear material control program and ensuring the facility's ability to operate securely.
Provides oversight and direction to ensure material control is properly planned and executed for accountable nuclear material. Ensures safeguards, storage methodologies, and Daily Administrative Checks (DAC) are documented, risk-assessed, and approved. Coordinates with various security disciplines to ensure sufficient protection of SNM and assists with the development of site-wide roll-up analysis.
Evaluates and assists in implementing NMC&A requirements in operating areas. Researches and evaluates methodologies for material surveillance on current and new projects, interfaces with multiple disciplines, and provides independent input for NMC&A. Ensures future Material Balance Areas (MBAs) are properly established with accurate and timely documentation.
Monitors and audits organizations for compliance with security policies, conducting inquiries and preparing corrective action reports. Obtains rulings and interpretations for regulatory compliance. Participates in the COMPASS process by evaluating and coordinating data. Provides material surveillance oversight, briefings, and may conduct related education classes.

Minimum Job Requirements
- Bachelor's degree: Minimum 7 years of relevant experience
- OR Master's degree: Minimum 6 years of relevant experience
- OR PhD: Minimum 3 years of relevant experience
- OR 15 or more years of education and/or relevant experience may be considered to satisfy educational and years-of-experience requirements for this posting
Preferred Job Requirements
- Bachelor's degree and 12 years of relevant experience operations experience
- Experience/familiarity with Y-12 nuclear operations, nuclear material accounting system, handling/storage/processing of accountable nuclear materials, vulnerability assessments, and roll up evaluations is highly desirable
- Must have prior experience in facilities and a general knowledge of plant facilities and operations
- Requires excellent verbal and written communication skills and ability to interface effectively with various clients (production and support organizations). Requires the ability to manage multiple tasks simultaneously
