What You'll Do
Manages the Construction Managers work group at Y-12 Construction. Assign projects to maintain a balanced work load, support dedicated project teams and align with Sr. Project Managers to greatest degree practical. Provide matrix management to all craft disciplines, Field Engineers, Subcontract Administrators, Subcontract Technical Representatives, Industrial Safety, RADCON, Industrial Hygiene, Environmental Compliance, Project Controls, Security, and others involved in the construction phase of the project. May serve as Project Manager for all phases (conceptualization through testing and turnover) of selected projects as qualified and assigned. Executes all aspects of projects to maximize safety, security, mission delivery, cost efficiency, and quality. Provides input for continuous improvement of the management, processes, and decisions of the Construction organization. Provides day-to-day direction to Construction staff and overall planning and organization of total construction effort. Coordinates with YFO, Programs, Project Management, and Program Management. Monitors and evaluates construction cost, estimates, budgets, trends, and schedules. Reviews specifications and drawings for constructability. Participates in resolving major problems (e.g. staffing, material delivery, and subcontract administration). Coordinates with Project Managers, Design Engineers, Procurement, and Project Controls setting and maintaining priorities to keep project on schedule and within budget. Directs Construction Field Engineers, Superintendents, and STRs in overall field construction efforts, provides counseling and guidance, and assists with problem resolution / coordination as required. Reviews/approves estimates and project schedules, and participates in engineering, construction, and management review meetings. Oversees Y-12/Construction's safety program, security requirements, and housekeeping on the job site. Manages Construction’s Job Hazard Analysis (JHA) process. Enters TOPIC events and acts as the Responsible Manager to lead investigations concerning Construction’s off-normal events. Manages Construction Occurrence reporting. Responsible for development and accomplishment of Program and Project Milestones for assigned projects. Requires broad and thorough technical/functional and management knowledge to resolve multi-discipline, multi-function, or process problems. Requires several years of progressive supervisory experience up to and including experience with coordinating various departments in a functional area with competing priorities. Has in-depth knowledge of Y-12 business and operations support, resources, practices, processes, and policies needed to solve problems and accomplish work. Implements company policies and makes recommendations on development of new policies. Implements safety programs, strives for a zero accident culture, and ensures strict adherence to federal and state safety codes. Administers Escort Agreements and Special Security Plans for uncleared construction craft and coordinates the activities with CNS Security. Additionally, develops and monitors the indirect budget for construction staff, craft, materials and subcontracts.Assists with managing monthly Construction Metrics. Assists with the development of Construction’s Annual Controlled Baseline (ACB) and communicates the ACB plan to the Construction organization and measures variances against the plan.

Minimum Job Requirements
- Bachelor’s degree: Minimum 10 years of relevant experience. Minimum 5 years of relevant supervisory/ management experience.
- OR 18 or more years of education and/or relevant experience may be considered to satisfy educational and years-of-experience requirements for this posting. Minimum 5 years of relevant supervisory/ management experience.
- In addition, the applicant must meet the requirements of DOE O 426.2A (i.e., High School diploma and 3 years nuclear experience; or a DOE O 426.2A alternative).
Preferred Job Requirements
- Thorough knowledge of all phases of project development, especially construction relating to field activities, of all field engineering disciplines, all construction technologies, and project/construction management. Knowledge is acquired through a recognized degree in an engineering or scientific discipline or extensive work experience (minimum 18 years of relevant experience on projects including a minimum of 10 years of construction/project management experience on large scale ($50M+) DOE or commercial construction projects) leading to the thorough understanding of the knowledge described herein. Thorough knowledge of all phases of construction activities as relates to engineering disciplines, cost and scheduling, contract administration, and job-site management. Demonstrated leadership in a team-based environment is required. Knowledge of Construction and Building Trades labor laws, issues resolution, and unionized labor is preferred. Knowledge of nuclear quality and commercial practice quality standards is required.
