What You'll Do
The Advisor to the Site Strategies Director provides counsel, leadership, and guidance to the Director and management team regarding the full scope of Site Strategies. This includes the strategic direction and operations of the department, encompassing the Integrated Operating Portfolio, Workforce Modernization initiatives, and the advancement of actionable organizational intelligence through Strategic Data Solutions.
The Advisor influences the development and implementation of key initiatives and the organization's strategy. They identify challenges and opportunities across all areas, develop solutions, and ensure alignment with the Y-12 National Security Complex mission. The Advisor also acts as the primary delegate for the Director, assisting with leadership and management responsibilities, fostering continuous improvement, and ensuring all efforts align with and accelerate the Y-12 mission. They help build organizational capability and enhance transparency in operations.
Responsibilities
- The Advisor represents Site Strategies with internal and external stakeholders, including Y-12 executive leadership and external agencies.
- Site Strategies (Overall): Acts as the primary delegate for the Director, assisting with leadership and management responsibilities, providing counsel on the department's strategic direction, fostering continuous improvement, and ensuring all efforts align with and accelerate the Y-12 mission. They help build organizational capability and enhance transparency in operations.
- Strategic Priorities: Guides the development, refinement, and collaborative efforts for the Integrated Operating Portfolio and Integrated Operating Clock, ensuring effective prioritization, resource allocation, and long-term planning in conjunction with site-wide initiatives like the IPPL, FYNSP, and ACB processes. Provides strategic guidance to the Workforce Modernization program in areas such as 2-shift planning, operator onboarding, and that workforce planning and development is adequate for future scope.
- Strategic Data Solutions: Advises on leveraging data science, analytics, and data engineering to deliver actionable organizational intelligence. This includes providing feedback for enhancing data platforms and visualizing information for effective decision-making.

Minimum Job Requirements
- Bachelor's degree: Minimum 12 years of relevant experience. Typical experience 15+ years.
- OR Master's degree: Minimum 10 years of experience. Typical experience 15+ years.
Preferred Job Requirements
- Excellent oral and written communication skills, with proven ability to interact effectively with all levels of personnel and management within Y-12 and NNSA, including preparing high-level briefings.
- Ability to work independently within a complex, diverse organization, using sound judgment with competing priorities.
- Leadership skills and a proven ability to help achieve objectives across organizational boundaries.
- Proficiency in presentation skills and expert knowledge of Microsoft Office applications (Word, PowerPoint, Excel).
- Advanced planning and scheduling skills with experience in project management tools (e.g., MS Project, Primavera P6).
- Ability to prioritize and manage multiple, competing priorities, adapting to change in a fast-paced environment.
- Proven ability to translate challenges into solutions.
- Knowledge of the principles of Conduct of Operations as described in DOE O 422.1 is preferred.
- Active holder of Project Management Professional (PMP) or equivalent certification.
- Supplemental leadership program completion such as Y-12 GOLD or Dale Carnegie.
- Previous experience working in a nuclear or national security environment is desirable.
