What You'll Do
This role supervises and directs direct-hire craft professionals within the CNS Y-12 Construction organization. The primary responsibilities include ensuring that assigned construction activities are performed safely, with high quality, and in adherence to design output documents, budget, and schedule parameters. This position also requires adherence to site protocols and procedures, as well as the Construction Labor Agreement (CLA), with a focus on enforcing work rules. The supervisor provides leadership and fosters a positive work environment through personal interaction, encouraging individual involvement.
Key tasks involve scheduling work, monitoring and reviewing completed tasks, and coordinating with Facilities to initiate work. Collaboration with other site organizations for support is also essential. The supervisor ensures the implementation of the most current issued design documents and verifies that all design changes are approved before implementation. Strict adherence to all CNS engineering code requirements is mandatory.
The role participates in constructability and value engineering studies. This includes reviewing and interpreting design drawings and other project documents to assess the adequacy of information for successful completion of the construction scope. The supervisor also develops cost and schedule estimates to support project planning efforts and determines craft staffing requirements. Additionally, this position assists with the preparation of change notices, field sketches, and the generation of as-built drawings.
General administration functions inherent in all supervisory construction field positions are performed, such as discipline management, approving time, issuing reports, conducting job hazard analyses, managing escorting agreements, and permits. The supervisor is responsible for problem resolution, including labor concerns and technical issues, and must understand and adhere to the requirements of the CLA. This individual coaches, counsels, rewards, and disciplines employees as appropriate, and trains, develops, and mentors craft supervisors. Support for craft training requirements is also provided.
Finally, the supervisor assists in preparing material requisitions for tools, consumables, and project bulk construction items. This includes ensuring that craft professionals have the proper tools required for safety and productivity, and monitoring the usage of all purchased materials and tools.

Minimum Job Requirements
- Bachelor's degree: Minimum 5 years of relevant experience.
- OR 13 or more years of education and/or relevant experience may be considered to satisfy educational and years-of-experience requirements for this posting.
- In addition, the applicant must meet the requirements of DOE O 426.2A (i.e., High School diploma and 3 years nuclear experience; or a DOE O 426.2A alternative).
Preferred Job Requirements
- Bachelor's degree in Construction/Engineering with 10 years of experience OR 15+ years of progressive experience as construction Superintendent, FE, Construction Manager, Subcontractor coordinator, or Craft Supervisor can be considered for equivalency. Minimum 5 years of supervision/management experience.
- Must have a working knowledge in piping and be knowledgeable in the civil, electrical, mechanical, welding, and hoisting & rigging disciplines.
- Must have knowledge of all phases of Construction operations and job site management. Must have a strong conviction, experience, and understanding of maintaining safety throughout the Construction process. Must be able to abide and enforce the site construction craft work rules, safety handbook, and Construction Labor Agreement. Must be able to enforce the rules and apply discipline when the rules are not being followed.
- Experience with headcount planning and cost/schedule management is required.
- Demonstrates an ability to create cost effective solutions meeting project objectives.
- Strong knowledge, experience, and understanding of Construction QA requirements (e.g., ASME B31, NQA-1), configuration management principles, and knowledge of ORPS, CAPS, PAAA, Issues Management, Management Assessments.
- Position requires Rad Worker II qualification.
- Requires great interpersonal, teaming, verbal and written communication skills.
- Knowledgeable with Microsoft Office and other computer programs.
- Experience in government environments with an emphasis in Construction requirements.
- Prior experience with unionized Construction craft, on a government job site, is beneficial.
- Experience with craft supervisory functions related to field construction activities. Must have practical Construction experience in recognizing resource allocations for meeting schedule.
- Must have prior DOE and Site experience and a piping background.
- Excellent organizational and communication skills and able to interact with all levels of personnel. Must be able to effectively communicate with all levels of employees.
- Capable of working with minimum direction with the ability to meet safety, quality, cost, and schedule while resolving conflicts within required constraints.
