Overview
We are seeking a Senior Project Controls Staff Member to lead the project controls efforts for phase 1 of the Government Computing Facility (GCF) project. The GCF Project is a strategic partnership aimed at the design and construction of a state-of-the-art classified computing facility. This project represents a significant investment in advancing the capabilities of government computing, providing the necessary infrastructure to support high-level classified research and development to support data analysis. This position resides in the Project Management Office in the Laboratory Director’s Directorate at Oak Ridge National Laboratory (ORNL).
Major Duties/Responsibilities
This position will function as the project controls lead and is responsible for developing and implementing comprehensive project control strategies that ensure alignment with overall project objectives and budget targets. The project controls lead will collaborate closely with project leadership and cross-functional teams to develop a cost and schedule baseline, track performance, identify and manage risks, manage change requests, and enforce compliance with DOE and ORNL requirements. This will include:
- Development/maintenance of project work breakdown structure (WBS) and dictionary,
- Development/maintenance of detailed, logic driven, resource loaded schedules,
- Development/maintenance of summary and detailed cost estimates,
- Risk identification and management, to include Monte Carlo simulations,
- Change control management
- Preparation of various status and Earned Value Management (EVM) based reports. Ensure all project management systems, project planning and project executions are compliant with applicable ORNL and DOE governance
- Project management process and systems training for all applicable project staff, specifically the technical control account managers (CAMs).
- Support for various project reviews, including project status reviews, stage gate reviews, and earned value system surveillance/compliance reviews,

Basic Qualifications
- A bachelor’s degree in project or construction management, business, engineering and 8+ years of relevant experience. An equivalent combination of education, experience, and specialized training will also be considered.
- Prior project experience working within an EVMS environment compliant with EIA- 748; to include setting baselines, incorporating baseline changes, producing monthly reports and variance analysis.
- Complete understanding of project controls best practices regarding scope, time, cost, change management.
- Complete understanding of DOE Order 413.3b and EIA-748 compliant EVM.
- Significant hands-on experience with: Oracle Primavera, Deltek Cobra or similar cost processors, change control applications, and custom system and report development.
Preferred Qualifications
- Project Management Professional (PMP) certification, or equivalent project management certification.
- Experience with risk management, working with risk analysis and simulation software.
- Experience as a Project Controls Lead on a large project.
- MS in project or construction management, business, engineering or equivalent.
- 10-15 years of experience successfully performing project controls duties as noted above for research-based or construction project(s) within the DOE Office of Science within a national laboratory environment.
- 10-15 years of project experience working within an EVMS environment compliant with EIA-748.
- Experience with conventional facilities construction or High-Performance Computing projects.
- Experience in training on project management principles or tools, specifically CAM training.

This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
