What You'll Do
The Site Outage Program Manager provides the integrated leadership, direction, and management of the creation and implementation for the Y-12 outage program in order to improve production facility/equipment sustainability and site infrastructure modernization to ensure system availability for mission success.
Responsibilities
- Managing outage staff and matrix personnel to achieve programmatic mission, including executing process and system maintenance blitzes, campaigns, and outages.
- Developing site command media for the Y-12 Outage Management Program and implementing program tenants and requirements for Production Facilities, Infrastructure, Utilities, IT, Quality, and Projects.
- Requirements to include methodology and format for planned outages and offline work, prioritization, and determination criteria for online/offline determinations, response requirements for unplanned outages, and plans for incorporation of preventative and corrective maintenance into outage work windows.
- Ensuring consistency throughout the production facilities and the Y-12 site by capturing and analyzing data and establishing program metrics to assure outage program goals and associated risks are being appropriately managed.
- Providing input to stakeholders to ensure coordination of online/offline priorities, incorporation of planning and scheduling into multi-year priorities, and general consideration of the outage program.
- Issuing periodic updates on program accomplishments and vision to maintain a technical record of program performance and to define sustainment projects that require planning that is beyond current fiscal year.
- Working with Production Directors, System Health Managers, Program Managers, Production Planning and controls staff, Infrastructure Management, and Project Managers to ensure short range and long range prioritized strategies for outage management in production facilities and across the Y-12 site are defined and executed on a schedule that supports continued safe operations.
Accountabilities
- To the Site Scheduling Sr. Manager, for the implementation of the site outage program that defines specific outage policies and work windows necessary to sustain capability equipment and supporting site upgrades and modernization.
- To the System Health Managers, Plant Health Program, Mission Engineering, and Mission Support organizations for the integration, communication, and coordination of outage activities required to accomplish long-term sustainment initiatives.
Authorities
- Authorized to determine the priority and schedule for Y-12 site outages with interactions with Program Managers, Production Capability Areas, Mission Engineering, and Project support personnel.

Minimum Job Requirements
- Bachelor’s degree: Minimum 7 years of relevant experience.
- In addition, the applicant must meet the requirements of DOE O 426.2A (i.e., High School diploma and 3 years nuclear experience; or a DOE O 426.2A alternative).
- Fifteen or more years of education and/or relevant experience may be considered to satisfy educational and years-of-experience requirements for this posting.
Preferred Job Requirements
- Bachelor of Science degree in Engineering or related technical discipline.
- Experience with facility operations or regulated manufacturing environment is preferred.
- Familarity with the Y-12 Complex and Work Control Process.
- Good oral and written communication skills as individual will be required to interact effectively with all levels of Y-12 personnel and management.
- Advanced computer skills with specific work experience using Microsoft Office Suite applications (Word, Excel), SharePoint.
- Experience with risk management, performance improvements, and process development.
