At Central Plateau Cleanup Company (CPCCo), located in Richland, Washington, we are working to provide a sustainable future for the historic Hanford area through the protection of the Columbia River and the remediation of the Central Plateau. As an Estimator, you will use your experience to lead the estimate process and interface with the project from the initial estimate kickoff through estimate development and proposal packaging. To best support the project, you'll be conducting portions of the work at various project locations on the Hanford site. You'll also develop estimate plans, identify Federal Acquisition Requirement (FAR) based pricing sources, write basis of estimate statements, and utilize provided checklists review forms to identify and remedy estimate internal review deviations. As an Estimator, under general and/or minimal supervision, is not limited to performing the following:
- Develop cost estimates per FAR 15/408/Table 15.2 for proposal submittals to the DOE Richland Operations Office Contracting Officer.
- Provide factual, verifiable supporting documentation for estimated work.
- Conduct kickoff meetings, scope development, basis of estimate documentation, estimate preparation, oversee project and peer reviews of the estimate and proposal package.
- Support the Project Control Lead / Subject Matter Expert, estimate team to assimilate information into a successful Change Proposal / Request for Equitable Adjustment submittal.
- Proactively contact and follow up with internal clients and be persuasive and persistent in communications.
- Develop and maintain positive working relationships with CPCCO. team members at all levels.
- Exercise discretion and independent judgment with respect to the selection and use of procurement sensitive and official use only information in estimates and proposals.
- Prioritize work and perform duties in accordance with CPCCO. estimating procedure and guide.
- Experience in generating highly detailed estimates, ability to write comprehensive Basis of Estimate with indexed FAR compliant supporting documentation.
- Perform work in a safe, compliant, and cost-effective manner!
Basic Qualifications
- Senior Level Grade 18: Bachelor's degree or equivalent combination of education and experience with 6 or more years of relevant experience.
- Senior Level Grade 19: Bachelor's degree or equivalent combination of education and experience with 8 or more years of relevant experience.
The higher posted level has greater scope, complexity, authority, impact. The level offered to the selected candidate will be based on the needs of the company and the candidate's education, training, and/or experience.
Desired Qualifications
- Experience in preparing U.S. Department of Defense and/or DOE cost estimates, defined as hands-on estimating for FAR based contract change proposals, and/or requests for equitable adjustment.
- Previous DOE complex experience with mechanical design, estimating, planning, contract change management, or performance of remediation projects.
- Experience with Sage/Timberline software.
- Experience with SharePoint for file management & Storage.
- Experience with mentoring junior level staff.
- Proficient in Microsoft desktop software, specifically with excel, and have the ability to utilize share areas to find and transfer data.
Compensation & Benefits
In accordance with the CPCCo salary determination process, CPCCo takes into consideration the level of assigned job duties and responsibilities, and the candidate's education, training, and/or experience relative to internal peers and the external labor market. CPCCo will not solicit salary history for candidates.
Expected annualized pay range based on full time schedule (40 hours per week):
- Senior Level Grade 18: $92,700 - $148,550.
- Senior Level Grade 19: $101,950 - $163,050.
In addition to base pay, employees may be eligible for variable pay awards.
