What You'll Do
Consolidated Nuclear Security (CNS) is in search of an experienced Supply Chain Management (SCM) Senior Director to lead procurement and supply chain personnel in all operations at Y-12 National Security Complex. The successful candidate will provide strategic leadership and oversight of all supply chain functions including but not limited to procurement, property, fleet management, logistics, warehouse management, materials management and real estate activities, ensuring efficiency, cost optimization, and quality across the nuclear security operations. This leader will report directly to the Vice President of Business Management and Transformation and lead a high-performance team of over 180 employees.
As the Supply Chain Sr. Director, you will be responsible for:
- Leading SCM Y-12 National Security Complex to create an integrated organization that leverages best practices, common skills and tools to evolve CNS into having a world class SCM organization.
- Measuring and managing work and assigning and sharing resources across the organization to maximize work output; responsible for maximizing supply chain satisfaction and working closely with other internal CNS organizations to guide supply chain decisions.
- Ensuring the CNS supplier base is set up strategically to handle the current and future needs of the site.
- Achieving small business goals and expanding the small business industrial base.
- Championing a culture of teamwork and continuous improvement.
- Maintaining a thorough knowledge of applicable federal, state, DOE, NNSA, corporate and plant rules, regulations and plant-wide operating policies and procedures.
- Working relationships with members of the leadership team as well as the customer to ensure they are correctly informed regarding supply chain activities and status of materials and equipment.
- Working relationships with applicable customer personnel, and other labs, plants and sites in the Nuclear Security Enterprise to ensure SCM actions support customer goals and objectives.
Other duties include:
- Plans, prepares, and executes to the approved budget.
- Provides training and development for SCM personnel.
- Participates in defining and developing the scope of SCM work, and in preparing and coordinating procurement plans, procedures, schedules, estimates, forecasts and budgets.
- Prepares and/or directs preparation of general and special conditions for use on all Y-12 purchase documents, ensuring that requirements of the prime contract are incorporated.
- Develops and coordinates SCM presentations to leadership, internal organizations, and/or customer personnel.
- Requests and prepares delegations of authority for SCM commitments.
- Determines and secures approvals and monitors staffing plans. Coordinates personnel assignments. Ensures assigned personnel receive orientation and training.
- Directs preparation of the SCM procedures; contributes to the overall Y-12 procedures; monitors the SCM team’s implementation of the procedures.
- Oversees the coordination of procurement execution plans with engineering and construction plans and operations to ensure that input from these disciplines will enable procurement to perform its functions in accordance with Y-12 programs and projects plans.
- Responsible for SCM command media and ensuring all supply chain areas operate in compliance with the CNS Prime Contract.
- Prepares and edits presentations describing SCM methods, trends, or other relevant information within SCM’s scope of activities. Makes presentations to customer organizations, supplier organizations, or trade associations.

Minimum Job Requirements
- Bachelor's degree: Minimum 15 years relevant experience. Minimum 5 years of management experience.
- OR Twenty-three or more years of education and/or relevant experience may be considered to satisfy educational and years-of-experience requirements for this posting.
- Experienced in programs and project planning and operations.
Preferred Job Requirements
- Excellent oral and written communication skills as individual will be required to interact effectively with all levels of Y-12 personnel and management as well as customers.
- Working knowledge of Operations, Engineering, Construction, and Quality procedures.
- Working knowledge of Federal Acquisition Regulations, and applicable Agency Supplements.
- Thorough understanding of Governmental Contracts and the flow-down of applicable clauses and requirements.
- Excellent computer skills with specific work experience using Microsoft Office Suite applications (Word, Excel), SharePoint and SAP.
- Proficient in organizing tasks for completion under a schedule-driven deadline.
- Thorough understanding of Cost Accounting Standards, and determination process for applicability to the work.
- Experienced in the management or supervision of personnel, including defining tasks, making work assignments, and evaluating performance.
- Training or courses of specialized study in related subjects such as business administration, accounting, and law.
- Understand and has previous working experience in logistics/transportation, material management, strategic sourcing, real estate activities, and manufacturing.
