Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities
The Infrastructure Directorate is looking to hire two Senior Engineers to be part of its Commissioning Startup and Testing Department.
The Commissioning Startup and Testing Department serves as a critical link between the construction/installation phase and the operational phase, ensuring that new systems are ready for safe and efficient operation. The Commissioning Startup and Testing Engineer will be responsible for assisting projects with ensuring all equipment and facilities constructed by Mission Support and Test Services (MSTS), LLC are installed correctly, and they function as expected.
Key Responsibilities
- Develop project specific startup and commissioning plans.
- Participate in engineering design reviews to support development and adequacy of testing strategies and acceptance criteria.
- Oversee facility Startup and Integrated System Testing.
- Development of test procedures and test execution plans.
- Coordinate testing schedules with Project Managers.
- Oversee performance of testing providing technical assistance and approvals.
- Integrate record activities to determine adequacy of startup and commissioning efforts.
- Devise solutions to highly complex technical problems of broad scope. Solutions may require resolving conflicting customer expectations and design requirements, utilizing unconventional technology and materials, and cross-disciplinary integration.
- Coordinate complex projects including team members external to MSTS.
- Interpret and adapts guidelines for specific cases.
- Evaluate processes, procedures, and work instructions to improve performance.
- Prepare work statements for complex subcontracts and procurements, evaluates bids and makes recommendation for awards.
- Provide expertise on operational goals.
- Define customer needs and develops technical proposals.
- Direct the work of contractors and suppliers by ensuring their efforts are integrated and focused on established objectives.
- Ensure team’s processes and deliverables comply with laws, codes, orders, and MSTS policies and procedures.
Qualifications
- Bachelor’s degree in an engineering program accredited by the Accreditation Board for Engineering and Technology (ABET) required for Civil, Mechanical and Electrical engineering degrees
- Or, Calculus-based STEM bachelor’s degree in engineering
- Or, for Architects, Certification from the National Council or Architectural Registration Board (NCARB)
- Or Professional Engineer license
- Plus at least 5 years’ relevant experience. Skill building experience must demonstrate either deeper technical specialization or additional cross-disciplinary knowledge; graduate research experience may be recognized.
- Previous experience in heavy industrial startup, construction, or capital projects experience within the DOE/NNSA is preferred.
- Electrical and Mechanical installation/maintenance/startup experience in a power plant or heavy industrial environment is preferred.
- Demonstrated previous experience in developing, reviewing, approval and presenting Technical Work Documents/Commissioning Test Procedures.
- Demonstrated personal accountability for facility/project schedules, deadlines, budgets, and the safe performance of work.
- Knowledge of safety standards, regulatory requirements, and industry best practices related to startup, acceptance testing, and turnover.
- Proficient in Microsoft Office Suite (Word, Excel, Project, Outlook).
- Ability to interpret codes and standards applicable to the position.
- The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).
- Work Schedule will be 4/10s, Monday through Thursday. (subject to change).
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Must possess a valid driver’s license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 , “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.
Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709 , “Counterintelligence Evaluation Program.”

Annual salary range for this position is:
$99,340.80 - $149,011.20.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
