Overview:
We are seeking an Instructional Designer who will focus on development, implementation, and evaluation of web-based training for new-hire and incumbent personnel in assigned disciplines at the High Flux Isotope Reactor (HFIR). The Instructional Designer will also assign and coordinate required position specific training for Research Reactors Division (RRD) personnel, maintain learning management system training profiles, and assume a lead role in the maintenance of personnel and programmatic training records in compliance with DOE O 426.2A, Personnel Selection, Training, Qualification, and Certification Requirements for DOE Nuclear Facilities. This position resides in the Reactor Certifications & Qualifications Group in the Business Management Section, Research Reactors Division, Neutron Sciences Directorate at Oak Ridge National Laboratory (ORNL).

Major Duties/Responsibilities:
· Coordinate the use of technology and e-Learning platforms to develop web-based training modules, micro-learning modules, or other interactive tools for delivery of training.
· Collaborate with subject matter experts to develop/revise RRD web-based training modules.
· Assign applicable training requirement profiles to RRD personnel.
· Assign/maintain institutional training requirements for RRD staff position.
· Maintain RRD training requirement profiles in learning management system.
· Schedule compliance training for RRD personnel.
· Monitors completion of compliance training of RRD personnel and reports status to applicable line management.
· Develops and submits reports of division training activities to line management.
· Assists with periodic comprehensive training program self-assessments.
· Actively safeguard, protect, and maintain PII and other controlled personnel information, by adhering to ORNL guidelines and protocol for access and storage of PII data.
· Assist Reactor Certifications & Qualifications lead with management of RRD satellite training record repositories.
· Assist Reactor Certifications & Qualifications lead in conduct of periodic audits of RRD training records.
· Maintains Research Reactor Division (RRD) Instructional Technologist qualification.
· Assist division drill coordinator during drills and exercises, may serve as drill controller.
· May serve as member of HFIR Emergency Response Team.

Basic Qualifications:
· A BS in education or education technology and a minimum of 2 years of relevant experience, and/or applicable professional certification.
· Certification in Articulate Storyline 360, Captivate, or other e-Learning development software.
· Advanced Microsoft Office Suite skills (Teams, Outlook, Word, PowerPoint, Excel, and Access).
Preferred Qualifications:
· 4 years of experience developing web-based training.
· Articulate Storyline 360 certification.
· Experience with learning management systems.
· Excellent written and oral communication skills.
· Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across ORNL.
· Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.
Special Requirements:
· Will be required to achieve and maintain RRD Instructional Technologist qualification.
· This position requires access to technology that is subject to export control requirements. Successful candidates must be qualified for such access without an export control license.
