Overview:
We are seeking a Cultural Resource Program Specialist at Oak Ridge National Laboratory (ORNL). The NEPA/NHPA Compliance Program (NCP) is part of the Environmental Protection Services Division (EPSD). The programmatic mission within EPSD is to ensure that the Laboratory operates effectively while meeting regulatory requirements of numerous environmental laws including: National Environmental Policy Act (NEPA), National Historic Preservation Act, Archeological Resources Protection Act, Native American Graves Protection and Repatriation Act, Clean Air Act (CAA), Clean Water Act (CWA), Safe Drinking Water Act (SDWA), Federal Insecticide, Fungicide, and Rodenticide Act, Resource Conservation and Recovery Act (RCRA), Site Sustainability requirements under DOE Order 436.1a, and Department of Energy monitoring and reporting requirements. EPSD interfaces with a broad spectrum of ORNL line organizations to collect, review, and report environmental data to DOE and regulatory agencies as well as promote sustainable business principles across the Laboratory. EPSD is responsible for preparing the annual Environmental Monitoring Plan, the annual Site Environmental Report, the annual Consumer Confidence Report, and supports the development and execution of the Lab’s Site Sustainability Plan (SSP).
Major Duties/Responsibilities:
ORNL has an opening for a Cultural Resource Program Specialist within EPSD. The primary responsibilities for this position will be to manage the Cultural Resources Program for the Laboratory under the direction of EPSD leadership in accordance with the National Historic Preservation Act, Archeological Resource Protection Act and other state and federal regulatory requirements administered by the Advisory Council on Historic Preservation, DOE and the Tennessee State Historic Preservation Officer (TNSHPO). ORNL manages cultural resources following its Cultural Resource Management Plan, Programmatic Agreement, and Sections 106 and 110 of the National Historic Preservation Act. ORNL currently has 3 established historic districts and approximately 105 buildings that are eligible for listing on the National Register of Historic Places. These primarily consist of research laboratories and infrastructure support/ service buildings associated with our historic and ongoing science and technology missions, but also include a small number of non-scientific historic properties such as pre-WWII churches, cemeteries, and (archeological) homesites, and maintains historic artifacts associated with the history of the Lab.
The Cultural Resources Program has begun developing an updated Programmatic Agreement for the management of National Register eligible buildings and resources. The Cultural Resource Program Specialist would be responsible for the above activities and will partner with the ORNL Historian in maintaining historic resources, developing and leading outreach to local communities, historical societies, libraries, and towns to bring the rich history of ORNL and the ORNL site to these organizations.
ORNL is part of the larger 30,000-acre DOE Oak Ridge Reservation (ORR). This position may include working with EPSD Natural Resources Management Program to maintain photographs, records, and location data for historic homesites, cemeteries and other pre-Manhattan Project cultural resources on the ORR. It may also include surveying field sites for signs of historic homesites and assisting with writing summaries for sensitive resources survey reports.
This position will also serve as the cultural resources subject matter expert within the ORNL NEPA review process, and in partnership with the NEPA Coordinator will support development and review of environmental policies, goals, and documentation developed by the NEPA program.
Essential Duties and Responsibilities:
Under the direction of EPSD Leadership, assume primary responsibility for the Lab’s Cultural Resources Program to include the following:

Prepare, maintain, track Cultural Resources Program deliverables
-
Coordinate development of an updated Programmatic Agreement for managing ORNL properties eligible for listing on National Register of Historic Places
-
Coordinate development of an updated Historic Preservation Plan
-
Coordinate regulatory correspondence and documentation for DOE consultations with the TN SHPO
-
Coordinate preparation of correspondence and documentation
-
Technical point of contact for cultural resource services contracts
-
Prepare briefing documents for UTB and DOE Leadership
-
Tennessee Historic Commission / TNSHPO online e106 Portal
-
Advise EPSD Leadership and other ORNL/DOE Managers regarding cultural resource and regulatory issues to inform decision-making
-
Technical report writing including applicable portions of chapters in the annual Site Environmental Report, Site Wide Master Plan and other documents
-
Coordinate participation/contributions in cultural resource compliance undertakings with staff across multiple organizations at ORNL
-
In partnership with the ORNL Historian:
-
Curate historical collections and scientific artifacts, and arrange for periodic loans and borrowing of materials to/from museums
-
Develop outreach materials for use with schools, historical societies, libraries, and other interested groups
-
Build relationships with historical groups, City of Oak Ridge, Anderson and Roan counties, and local historical societies
-
Develop displays of historical items for placement in public places in ORNL buildings
-
In partnership with the NEPA Coordinator:
-
Participate in preparation and technical review of Environmental Impact Statements, Environmental Assessments, Categorical Exclusion Determinations and other documents prepared under NEPA
-
Participate in internal NEPA compliance reviews and associated efforts
-

Basic Qualifications:

A BS degree in an architectural history, archeology, or closely related field of study including (Cultural Resources, Cultural Anthropology, Anthropology, History, Museum Sciences)

A minimum of three years of relative work experience
-
Primary experience with National Historic Preservation Act (Section 106, 110) compliance with some experience in public relations programs
-
Experience building relationships with a diverse set of stakeholders/customers
-
Demonstrated ability to independently perform duties
Preferred Qualifications:

Minimum of seven years progressively responsible related work experience.

Broad understanding of federal and state environmental regulations
-
Experience in historic preservation
-
Experience in archeological methods and techniques
-
Experience working with cultural resources contractors

Experience in preparing NHPA compliance reports

Experience working with SHPO(s)

Experience developing and implementing programmatic agreements

Experienced developing historic interpretive displays

Experience working with the public and public speaking

Perform contractor oversight for cultural resource support contracts

Experience managing archeological and museum collections

Excellent written and oral communication skills.

Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.

Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.
