Overview:
The Infrastructure Lead position in the Neutron Sciences Directorate (NScD) is responsible for coordinating space and facilities at the Chestnut Ridge/Spallation Neutron Source (SNS) at Oak Ridge National Laboratory (ORNL). The duties include leadership and oversight on all major facility and equipment projects in support of the NScD research mission.
The position will work as a part of an integrated team that has responsibility for facility management tasks associated with work control and facility operations along with environmental, health, safety and quality oversight activities. Additionally, this position will provide site and facility-related support to directorate staff to maintain compliance with all applicable Federal and State laws, DOE Orders, and ORNL policies and procedures.
Major Duties/Responsibilities:

Coordinate the NScD Space strategy and implementation plan to address both short- and long- term needs for the directorate. Work with the Facilities and Operations directorate and Site Services leadership to ensure that NScD needs are reflected in institutional space planning activities.

Monitor and manage utilization of spaces assigned to the NScD and recommend changes to directorate leadership as appropriate.

Serve as the direct point of contact to the ORNL Space Manager for communicating directorate space needs and issues.

Interface with space managers from other ORNL organizations to ensure best use of space and collaborate on shared needs.

Coordinate laboratory and office space requests and transfers for the directorate, looking for ways to place research staff in offices as near as possible to their laboratories and/or workspaces.

Provide support to NScD personnel to identify and develop infrastructure and asset needs in emerging strategic areas.

Serve as the primary point of contact for all major infrastructure projects at Chestnut Ridge managed by NScD and the Facilities and Operations directorate.

Work with Facility Engineers to coordinate facility construction, modernization, and decommissioning projects across Chestnut Ridge. Provide project cost updates to appropriate division and directorate contacts.

Maintain awareness of all infrastructure and asset management processes for Chestnut Ridge and utilize project management tools to effectively communicate project status to directorate management and other stakeholders.

Ensure timely and effective communication of performance successes and challenges to NScD management.

Build and sustain an environment that supports cooperation and cohesiveness between research personnel and operations and maintenance staff.

Perform periodic surveillances and assessments to verify compliance, program effectiveness, and cost expenditures.

Maintain awareness of regulatory requirements affecting infrastructure and provide oversight for management activities and work practices on active projects in compliance with requirements and best practices.

Participate in incident investigations, incident critiques, inspections, and audits involving infrastructure and asset management activities.

Abide by the principles of Safe Conduct of Research and reinforce them with staff.

Serve as a Facilities Operations Manager for select facilities to ensure: the areas are maintained within Facility Use Agreement (FUA) guidelines; work orders are submitted to support research objectives; leased buildings are operated in accordance with approved agreements; space is efficiently and effectively utilized; access control is maintained; and emergency preparedness requirements are met.

Basic Qualifications:

A BS degree in engineering, facility management, operations or a related field.

Five or more years’ experience in facility management or operations and maintenance of campus facilities.
Preferred Qualifications:

Experience in a multi-discipline, multi-task and integrated/functional organizational environment.

Experience in research and development environment.
-
Demonstrated excellence in leadership, interpersonal, verbal, and written communication skills.
-
Experience with work control processes in a research and development environment and/or industrial environment.
-
Project Management certification or experience.
-
Previous facility or research operations management experience at a controlled DOE or government complex.

Familiarity or the ability to learn project management software
