Idaho National Laboratory is hiring a Campus Master Planner to work in our Campus Development Office. Our team works a 9x80 schedule located out of our Research and Education Campus (REC) every other Friday off. You will lead comprehensive infrastructure siting, programming, planning, and feasibility studies working with Associate Laboratory Directors, the Project Management Organization (PMO), Lab Director, and other functional organizations for Idaho National Laboratory. This includes short and long-term development of the laboratory for existing use and campus growth. You will report directly to the manager of the Campus Development Office. Responsibilities Include: - Lead the development of short-, mid- and long- range plans, conceptual designs, capital outlay requirements and documentation for laboratory infrastructure. - Create and coordinate program specifications, requirements for proposals, subcontracts, and associated documents including completion of NEPA documentation and Davis-Bacon Determinations. - Communicate with senior laboratory leadership during all phases of development, expansion, or relocation. - Coordinate activities with architects, engineers, designers, vendors, and facility managers. - Advise, lead, and provide feedback on the leasing and preconstruction efforts including assembling business cases, requests for proposal for leases and construction bid packages, directing pre-bid meetings, detailed analysis of bids and lease proposals, award, and contract administration. - Provide technical expertise and planning to ensure the content of plans accurately depict each directorate’s five-year infrastructure plan and aligns with capital investment strategies. - Collaborate with other professionals in public meetings and real property transactions including government officials, land developers, lawyers, special interest groups, and the public to develop or address issues regarding laboratory land use, campus master plans, or joint development interests. - Establish meaningful, data-driven metrics that inform real estate actions. - May hear proposals and recommend denial, approval, or conditional approval, as well as make changes as necessary. - Develop and maintain the laboratory Campus Master Plan, Leasehold Improvement, and/or Lease Acquisition Projects and initiatives which, in combination, serve to advance and improve services and achievement of Laboratory mission goals and priorities. May oversee and serve as the lead for assigned monthly Project Review Meetings.
