Overview:
The purpose of this position is to develop, implement, and evaluate professional development programs and services.
Major Duties/Responsibilities:

Collaborate with the Talent Development team and other key stakeholders to design, develop, facilitate, and coordinate delivery of professional business development programs and services.

Collaborate and consult with ORNL leaders and business partners to design leadership development programs which lead to improved business performance.

Collaborate with senior leadership to create and maintain a succession pipeline for key and critical positions.
-
Utilize project management skills to ensure excellence in the execution of programs and services.
-
Manage vendor relationships and contracts.
-
Develop, update, and utilize competency models.
-
Provide consultation to executive leaders and managers on effective development options for staff.
-
Provide leadership assessment debriefs to individual leaders and teams.
-
Consult on development plans for employees and managers.
-
Conduct training gap analysis to identify performance gaps and recommend solutions to address deficiencies.

Establish consulting relationships throughout the organization.

Identify opportunities to improve ongoing development programs and services using the ADDIE model.
-
Explore new development opportunities to determine effective solutions and optimal providers, whether internal or external, for programs and services.

Evaluate and report the effectiveness of programs and services using Kirkpatrick’s 4 levels of evaluation, Brinkerhoff’s Success Case Model and other return on investment (ROI) models of evaluation.

Minimum Qualifications Required:
-
BS degree with a concentration in Human Resource Development, Organization and/or Leadership Development or related field.

Have a minimum of 5 years of experience in designing, developing and delivering learning and development activities.

Experience teaching programs requiring vendor certification (e.g., DiSC Workplace, MBTI, Franklin Covey)
-
Have a minimum of 2 years managerial/leadership experience.

Exceptional presentation skills, proficiency in Microsoft Office Suite, and excellent communication skills are necessary.

The incumbent must be able to work effectively with employees and leaders at all levels
-
Have experience working in a collaborative team environment and with handling information of a business-sensitive nature in a professional and ethical manner.

Effective interpersonal skills, a demonstrated concern for people, and experience dealing with diverse personalities and backgrounds.
Preferred Qualifications:
-
MS degree in learning and development, adult education, or equivalent curriculum.
-
Ten or more years for leadership experience.
-
Experience in a middle management or executive leadership role.
-
Experience in custom training design, classroom instruction, remote/virtual instruction, needs assessments, gap analysis, RASCI Models, and evaluation methods.

Experience in Human Performance Improvement (HPI)

This position is located in Oak Ridge, Tennessee and requires onsite presence. We offer a flexible work environment that supports both the organization and the employee. A hybrid/onsite working arrangement may be available with this position, which provides flexibility to work periodically from your home, while reporting onsite to the Oak Ridge, Tennessee location on a weekly and regular basis.
This position will remain open for a minimum of 5 days after which it will close when a qualified candidate is identified and/or hired.
