Project Overview
Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.
UPF is a multi-year, multi-billion-dollar project and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.
The UPF project works on a 4/10 schedule. Start times are flexible but the standard work week is: Monday - Thursday from 7:00 am to 5:30 pm.
Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.
Job Summary
In this role, you will participate in subcontract formation and/or administration. Subcontract formation includes leading preparation and review of bid request packages and developing project contracts operating procedures. Subcontract administration includes continual progress review, forecasting, and communication of difficulties. Your work will ensure subcontract compliance with project requirements.
Major Responsibilities
Subcontract Management:
Implements the Supply Chain Assignment Schedule which records the Project’s agreed assignment of various subcontract management tasks and the Standard Work Process Procedures applicable to Subcontract Management
Manages assigned subcontracts maintaining a continual review of progress and providing management with information regarding projected financial or technical difficulties
Coordinates with designated staff on operational activities affecting contractual rights and obligations, subcontract performance, and other major matters
Manages less complex contract changes by negotiating with customer personnel and obtaining settlement
Communicates information programs to ensure mutual understanding of subcontract terms and conditions
Prepares periodic status reports for management
Subcontract Formation
Conforms and ensures subcontract execution
Directs negotiation in the commitment of subcontracts
Prepares bidders’ lists and pre-qualifies bidders
Forms bid request packages and issues bid request packages to approved bidders
Coordinates bidders’ questions and answers to those questions
Receives bids and evaluates bids commercially
Prepares Commercial Bid Summary and recommendations
Recommends and secures approvals in accordance with established procedures
Prepares subcontract documents for execution
Prepares and organizes assigned meetings, such as pre-bid, bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the customer and contractor on all contractual matters
After reviewing plan and agenda with supervisor, conducts meeting and prepares and issues meeting notes delineating important statements, required actions and schedules

Education and Experience Requirements:
Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience.
Must be a US citizen.
Must be able to complete and pass a pre-employment drug screen and background check, which includes verification of employment and education.
Must be able to obtain site security badge for access to work site.
Required Knowledge, Skills, And Abilities
Extensive knowledge of procurement regulations, policies and practices.
Exceptional administrative and organizational skills.
Exceptional oral and written communication skills.
Extensive experience in developing contract types, fee arrangements, contract terms and legal requirements.
Extensive experience in developing and recommending potential solutions to contractual problems to management.
Working knowledge of contract law, negotiations, accounting or cost engineering gained through education or experience.
Thorough knowledge of Federal Acquisition Regulations, and applicable Agency Supplements.
Thorough understanding of Governmental Contracts and the flow-down of applicable clauses and requirements.
Working knowledge of engineering/construction industry contracting practices and Bechtel policies, procedures and work practices.
Working knowledge of flexibly-priced subcontracts w/ experience in closeout requirements.
Specialized courses or experience in pricing, contract law, negotiations, accounting and contract administration.
