Oak Ridge National Laboratory seeks an experienced energy professional to serve in an exciting role that will help advance clean energy use and energy efficiency for federal government facilities worldwide. You will be working with a small, dedicated team that works closely for and with the U.S. Department of Energy to serve all federal agencies. Overview:
The Integrated Building Deployment and Analysis (IBDA) Group in the Buildings and Transportation Science Division (BTSD) at the Oak Ridge National Laboratory (ORNL) is seeking applicants for an Energy Performance Federal Contracting Expert that focuses on alternatively financed federal project. In furtherance of the Department of Energy (DOE), Federal Energy Management’s (FEMP’s) responsibility, this role serves all federal agencies. You will perform outreach, training and project support in the area of Energy Savings Performance Contracting (ESPC) for federal facilities worldwide. This position augments ORNL's team operating in support of FEMP, which facilitates the federal government's implementation of sound, cost-effective energy management and investment practices to enhance the nation's energy security and environmental stewardship. You would be a part of ORNL’s team to facilitate and support multi-million-dollar performance contracting projects and project development for federal agency customers. This position is part-time as needed working approximately 500 hours/year.
The IBDA Group works to optimize the energy performance of commercial, institutional, and residential buildings through applied research, technical assistance, and technology deployment. The team’s comprehensive knowledge of buildings and energy use spans multi-building sites, whole-building systems, system components and building equipment.
Job Duties and Responsibilities:
- Project support:
- Provide project support to federal agencies for performance contracting to achieve energy and environmental goals.
- Provide expert advice and direction to Federal Contracting Officers on Energy Savings Performance Contracting.
- Advise agencies on FEMP policy and best practices in ESPC and ESPC ENABLE.
- Assist agencies in overcoming barriers in contracting related to energy performance contracts.
- Monitor and report progress on alternative financing projects.
- Interact with Energy Service Companies (ESCOs) on process and program topics.
- Assist in implementing DOE priority initiatives.
- Program support:
- Act as FEMP's subject matter expert on ESPC for agencies and ESCOs.
- Provide feedback to FEMP for program and project improvement.
- Identify barriers to ESPC ENABLE implementation and develop strategies to overcome them.

- Training:
- Conduct technical training at workshops and conferences.
- Develop and deliver customized training for federal agencies.
- Support agencies in alternative financing and procurement approaches for energy efficiency projects.
- Technical support:
- Engage with agency representatives to assess project status and gather information for program improvement.
- Analyze program data for presentations and reference documents.
- Develop white papers, fact sheets, and case studies on relevant aspects of ESPC, UESC, and federal energy use in general.
Basic Qualifications:
- Required work experience is a minimum of ten years in federal ESPCs.
- BS / BA degree is required.
- Prior Federal Contracting Experience and expert knowledge of energy savings performance contracting requirements is required.
- Ability to work creatively and cooperatively as a member of a team
- Excellent verbal communication skills to support regular interactions with sponsors, industry, and federal agencies.
- Versed in various basic computing skills.
- Demonstrate strong interpersonal and communication skills to support team building, partnering and leadership.
- Willing to travel. You will be involved in meetings with DOE sponsors in Washington DC and will attend key conferences and workshops. Travel will be periodically required to visit federal facilities. Travel is estimated at 5-10 times per year.
- This position requires access to technology and information that is subject to export control requirements. Successful candidates must be qualified for such access without an export control license.
