Overview:
We are seeking a Procurement Officer who will provide subcontract/procurement support to the Oak Ridge National Laboratory (ORNL). This position will focus on administering and managing commercial subcontracts and purchase orders for services and materials, with an emphasis on providing a high level of professionalism and customer services. Examples of procurement efforts will require the candidate to manage and lead competitions for large first-of-a-kind equipment purchases, professional and consulting services, etc.
Major Duties/Responsibilities:

The successful candidate will be responsible for planning, negotiating, awarding and post-award purchase order/subcontract administration with low to medium level of complexity and value.

These responsibilities also include the following: pre-procurement planning with customer, pre-proposal conferences, facilitating management reviews, leadership of purchase order/subcontract negotiations, participation on process improvement teams, award of evaluated/best-value procurements, and purchase order/subcontract closeout.

Reviews purchase requests and specifications to ensure adherence to Department of Energy (DOE) prime contract requirements, as well as ORNL and Contracts Division policies and procedures.

Develops and maintains accurate and complete files according to division and company procedures.

Acts as the primary point of contact for all functions related to each award.

Coordinates award activities with appropriate parties (Customers, Receiving, Requisitioners, Accounts Payable, Materials Clerks, Legal, Property, etc.).

Uses considerable discretion, market research and judgment to determine best approach to facilitate acquisition solutions based on contracting experience and knowledge.

Work is managed to ensure that assignments are completed on time and with a high degree of customer service and accuracy.

Represents the Contracts Division in providing advice and acquisition solutions to problems associated with special customer projects/ functions and/or systems.

Increasingly, participates on Management Reviews and leads Competitive Evaluation Teams as needed.

Experience with DOE or federal government procurement is highly desirable.

Experience in material purchases and subcontracts preferred.

Experience with Ariba is highly desirable.

MBA or relevant professional certifications are also desirable.

Customer service oriented with the ability to communicate effectively with a diverse laboratory population.

Excellent communication skills, written and oral, and able to work effectively with a variety of individuals at all levels of ORNL and government organizations.

Working knowledge of FAR, DEAR and/or DOE procurement regulations, policies, and procedures.

Must understand awarding and administering subcontracts and POs, including understanding price analysis and justifying purchases.

The candidate must possess the ability to function in a fast-paced business environment requiring a high degree of accuracy.

Requires proficiency in PC Microsoft Office, word processing, spreadsheets, and databases, such as Excel, Adobe Acrobat and Word.

Must possess the ability and willingness to work effectively as a member of a team, as well as independently, as required.

Ability to function well in a fast-paced procurement environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.

This position is located in Oak Ridge, Tennessee and requires onsite presence. We offer a flexible work environment that supports both the organization and the employee. A hybrid/onsite working arrangement may be available with this position, which provides flexibility to work periodically from your home, while reporting onsite to the Oak Ridge, Tennessee location on a weekly and regular basis.
