Idaho National Laboratory’s (INL) Business Management group is seeking professionals interested in exploring a career as a Infrastructure Contract Specialist. You will work a 9/80 schedule located out of our Idaho Falls EROB facility with every other Friday off. You will develop subcontract specifications, terms, and conditions for procuring specialized materials, equipment, and services. Prepare bid packages, conduct bidder's conferences and evaluate proposals for conformity to contract requirements, select or recommend successful bidders, negotiate subcontract provisions, write awards, and administer resulting subcontracts. You will negotiate and coordinate additions, deletions, or modifications to subcontracts. Help communication between laboratory and subcontractors to ensure fulfillment of contract terms. You will report to the Manager, Infrastructure Acquisitions. You will not have direct managerial responsibilities. Responsibilities Include: - Perform contract/procurement actions for assigned functional programs to acquire products and services required for INL to accomplish our mission. - Perform early acquisition planning, strategy, preliminary review of proposed work scope, requirement development, vendor sourcing, proposal solicitation, pricing negotiations, proposal evaluation, vendor selection, award, administration, agreement modifications, and management of agreement closeout requirements. - Review requisitions for product or service acquisitions to ensure adequate descriptions are provided and any required reviews and approvals are complete. - Maintain accurate documentation to justify decisions, conclusions or recommendations. - Evaluate scope, risk, customer goals to select appropriate general provisions. - Provide direction and assistance to requesting customers in development of requisitions and other procurement related issues, particularly in appropriate use of automated systems. - Determine reasonableness of vendor proposed pricing using recognized analytical techniques (e.g., Price Analysis, Cost Analysis). - Coordinate with various departments such as Legal, Technology Deployment, Research and Development Directorates, Export Control, and other necessary departments to ensure INL’s business interests are protected. - Represent the Acquisition/Agreement Management organization to program management on technical projects and in other customer service and relationship management roles. - Represent the Acquisition/Agreement Management organization in directorate and business management activities such as process improvements, problem resolution, system development, and testing. - Advise program customers of acquisition management policies, laws, procedures in the fulfillment of contracts and procurements for INL. - Provide direction and assistance to involved programs and personnel in the development of scope documents and other contractual issues. - Provide mentorship and guidance to other professional peers, customers, and vendors. - Collaborate with others and works within acquisition and teams to address challenges, institute improvements, and achieve organizational goals.
