Overview:
Electrical Systems Integration Program at Oak Ridge National Laboratory (ORNL) is seeking a Programs and Planning Specialist to manage and direct the program office and Grid Research Integration and Deployment Center (GRID-C) proposal processes from the initial proposal announcement through the final submission for a variety of sponsors associated with power electronics and provide specialized programmatic support. GRID-C and Electrical Systems Integration Program are home to a highly integrated fundamental-to-applied research environment that develops new capabilities for the electric power grid. Our research encompasses foundational science in materials science, electronic device development, systems integration, and energy systems development. ESIP is responsible for the Department of Energy (DOE), Office of Electricity, Energy Efficiency & Renewable Energy, and Vehicle Technology Office for various, multiscale projects and programs. The ESI program and GRID-C staff members work with federal, industry and academic partners for the advancement of power electronics for clean energy.
You will work closely with the Electrical Systems Integration Program manager and GRID-C Facility Director, various researchers and staff, providing mission support services in the areas of proposal preparation and submission, planning, and programmatic management for projects/programs and they will assist in business activities including planning documentation and monthly/quarterly program reporting. You should be a team player who can achieve work objectives independently, accurately, and successfully, requiring minimal follow-up. Familiarity with terminology of the technical community and research fields would allow the candidate to be intuitive and proactive in capturing ideas. You should be highly organized and have experience and background in proposal preparation and managing the production of various types of business documents, reports, and libraries.
Major Duties/Responsibilities:
- Work with Electrical Systems Integration Program GRID-C Facility Director and staff to produce compliant, single and multiple principal investigators as well as multi-institutional, peer-reviewed, scientific proposals. Duties include all aspects of proposal management from proposal announcement to submission into the appropriate Department of Energy systems (Field Work Proposals, FOA submission systems, etc.) or Grants.gov.
- Ensures compliant proposals are submitted on time using established and recognized proposal methods; manage the R&D proposal process across the Laboratory including mentoring administrative staff in proposal management and preparation.
- Prepare and submit Strategic Partnership Projects, Cooperative Research and Development Agreements and User Agreements into the appropriate DOE and ORNL systems.
- Manage the submission and entry of annual work scopes.
- Manage and direct the preparation and timely delivery of programmatic materials directly funded by DOE. These deliverables consist of quarterly program reports, programmatic review documents, reports, and factual documents.
- Assist with and develop content for the ORNL business activities including lab planning documents associated with manufacturing, PEMP reports, reports and presentations.
- Prepare and submit programmatic postings to federal announcement sites (e.g., SAM.gov)
- Annual reporting and renewal of program support documentation (e.g., FAST TRACK Strategic Plan, user facility information, and supporting documents)

Basic Qualifications:
- BS degree
- At least ten years of experience working with science-related products such as reports or proposals.
- Specialized skills, knowledge, and expertise in proposal management in order to deliver compliant and winning technical proposals to the sponsors
- Proven ability to manage projects
Preferred Qualifications:
- Previous experience at a scientific organization, national laboratory or other research institution
- Ability to prioritize and meet deadlines; strong interpersonal skills; ability to work both independently and with all levels of researchers and staff in a team-based environment; and aptitude for solving problems and developing and implementing solutions
- Firm grasp of standard business computer software (e.g., Microsoft Office applications, especially Word and Excel; Adobe Acrobat)
- Ability to work with a variety of DOE sponsors and professional scientific staff on a wide variety of complex proposals and reports.
- Advanced knowledge of ORNL’s business lines and sponsor requirements Ability to work in a fast-paced, deadline driven environment
