OverviewThe Facilities & Infrastructure Operations Division is responsible for plant engineering, plant energy and utility operations, and facility operations for the South campus and leased facilities, North Campus and Infrastructure Operations, the Physical Science facility, and the 300 Area. In addition, the Division oversees campus infrastructure such as fabrication and craft services, duplicating and mail services, relocations, receiving, distributed services, and maintains operations of roads, grounds, and utilities for the campus.
ResponsibilitiesProvides day-to-day direction and prioritization of resources and activities, to accomplish established building management objectives for facility maintenance, operation and modification to meet occupant mission needs. Interfaces with facility maintenance, management, engineering and R&D occupant staff and management. Functions as the primary point of contact for customer service interactions. Supports facility management in the development of facility maintenance and operations budgets. Coordinates activities with other support organizations, provides oversight for facility technicians. Plans, directs, and manages all phases of equipment and machinery maintenance, facilities modification, and building projects from the establishment of design concepts through design and implementation. Supports emergency responses in the event of an accident or disaster in accordance with regulations and company plans and procedures.
The duties and accountabilities specifically assigned to the FSS include:
- Displays effective communication and presentation skills, efficiently multi-tasks and successfully communicates with maintenance staff, researchers, contractors and management.
- Understands configuration management and project file organization and importance.
- Coordinates activities pertaining to Facilities construction and maintenance projects.
- Prepare job planning packages for facility-related projects. Project management principles will be employed to develop the package and obtain input from all relevant subject matter experts responsible for requirements compliance, supervisor/skilled labor resources, building engineers, and other appropriate staff. For packages, the work will also be coordinated with vendors, subcontractors, and building management as needed. Schedule and resource coordination will also be conducted.
- The position will also be responsible for identifying and procedure needed materials/vendors/subcontractors for packages and other facility needs. Provide support to contract specialists and building management.
- Participate in planning, tracking, and updates of projects of varying size and complexity. Develop solutions for encountered barriers and schedule adjustments.
- Work on unusually complex projects/problems and provide solutions that are highly innovative or ingenious.
- Obtain Work Team Lead Supervisor and PIC qualifications and act as assigned.
- Responsibilities for execution and completion of various preventative maintenance activities.
- Conduct workplace assessments.
- Maintains strong linkages with Facility Operations, Research, and other internal functional support organizations such as Effluent Management, Safety, Security, Rad protection, Contracts, etc. as needed to ensure campus compliance on all fronts.
- Set up system outages and impairments as needed, including staff notifications.
- Provides oversight of the off-shift security/power operators, PNNL maintenance technicians, contracted maintenance craft, and construction crews daily, ensuring staff are working securely, safely, compliantly, professionally, and as productive as possible.
- Serves as the Building Manager's delegate to include:Point of contact (POC) for campus security and Building Emergency Director (BED), on-call 24/7 and within 30 minutes of the campus
approves all onsite work outside of research.
QualificationsMinimum Qualifications:
- BS/BA and 9 years of relevant experience -OR-
- MS/MA or higher and 7 years of relevant experience
Preferred Qualifications:
- Bachelor’s degree in a technical or business-related discipline.
- Work Planning and Control Experience
- General knowledge of emergency response and event reporting and classification processes.
- Ability to lead interdisciplinary teams dealing with issues related to their expertise.
- Must be able to be qualified as a Building/Facility Manager and Building Emergency Director.
Additional InformationDue to business needs and client space, US Citizenship is required.
