Duties
As a Computer Scientist, You Will
- Serve as a key team member in the Advanced Scientific Computing Research (ASCR) program's Facilities Division, which conceives, constructs, operates and oversees world-leading research computing, data, and network infrastructure for science and national research priorities.
- Serve as the Program Manager for the ASCR Leadership Computing Challenge high performance computing (HPC) allocation program, which competitively allocates access to Department of Energy (DOE) leadership computing resources.
- Justify, plan, initiate, manage and coordinate all aspects of the assigned Program Manager portfolio.
- Organize, participate in, or lead workshops and program reviews to advance programmatic interests, strategic planning, and oversight.
- Develop, coordinate, and organize resource allocations for assigned programs.
- Develop and maintain information for a broad range of HPC computational science, and scientific user facility operations relevant to ASCR, the Office of Science, and DOE.

- A preliminary background check must be completed before a new employee can begin work. Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check.
- Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.
- This position is included in a Bargaining Unit.
- Occasional travel is required for the position.
Qualifications
BASIC REQUIREMENT:
Bachelor's degree in computer science
or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. (

Evaluation of Education: Applicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and to other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable.
In addition to meeting the education requirement, applicants must also meet the specialize experience requirements below:
SPECIALIZED EXPERIENCE REQUIREMENTS GS-13: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience for this position is defined as meeting 2 of 3 of the following:
- Assessing the computing and data requirements of computational researchers.
- Providing technical guidance in planning, coordinating, or evaluating proposed research projects or programs.
- Preparing analytical documents to internal and external customers.
SPECIALIZED EXPERIENCE REQUIREMENTS GS-14: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience for this position is defined as meeting 1 of 3 of the following:
- Determining an organization's or group's focus and direction for their research computing strategy, investments, or utilization.
- Developing research computing systems for an organization.
- Establishing, guiding, or conducting scientific methods and techniques in research computing.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
