Description of Position: Serves as a Senior Management and Program Analyst and Lead Action Officer within Headquarters United States Space Command (USSPACECOM), J6 Digital Superiority Directorate at Redstone Arsenal, AL. The incumbent operates independently to analyze, evaluate, and establish comprehensive policies, regulations, directives, and doctrine essential to the development, modernization, and sustainment of assigned major command Information Technology (IT) programs. Applies advanced qualitative and quantitative methodologies across critical mission areas—including strategic deterrence, space and cyberspace operations, global strike, information operations, and command, control, communications, computers, intelligence, surveillance, and reconnaissance (C4ISR). The incumbent provides authoritative guidance to senior leadership, resolves complex programmatic, funding, and force allocation challenges, and ensures strategic alignment with higher headquarters directives, where 51% or more of duty time is in direct support of defense acquisition positions. Completed work and reports are reviewed for overall feasibility, compatibility with broader command missions, and effectiveness in meeting command operational requirements.
Position Responsibilities:
- Independent Execution & Acquisition Support: Plans, organizes, and carries out complex analytical and programmatic assignments independently. Conceives, defines, and delivers innovative solutions to ill-defined and multi-faceted operational challenges. Evaluates, interprets, and reports project outcomes to senior command leadership, and guides the technical and programmatic work of matrixed team members in comparable junior grades. Spends 51% or more of duty time in direct support of defense acquisition positions.
- Mission Area IT Program Planning & Modernization (Duty 1): Analyzes, evaluates, and establishes detailed plans, goals, objectives, and policy standards for major command IT systems supporting strategic deterrence, cyberspace, and C4ISR mission areas. Supports system allocation, modernization, and force management analysis across impacted domains. Assesses the operational and structural impacts of emerging technologies, formulates requirements validation studies, and develops acquisition planning strategies to field and modify vital command capabilities. Resolves day-to-day funding, sourcing, and programming issues while actively facilitating the interchange of technical requirements and deficiencies across USSPACECOM directorates and partner defense agencies.
- Authoritative Policy, Governance & Organizational Analysis (Duty 2): Serves as an authoritative advisor on policy interpretation, Unified Command Plan (UCP) assigned missions, joint doctrine, and higher headquarters directives. Establishes, reviews, and updates command instructions, procedures, and organizational structures to pre-empt and eliminate impediments to mission accomplishment. Conducts comprehensive organizational reviews—analyzing workload, productivity, and functional structures—and formulates actionable recommendations for reorganizations, realignments, or commercial sourcing. Prepares high-level executive correspondence, decision briefings, and reports for cross-directorate coordination and senior leadership approval.
- Strategic Planning, Programming & Fiscal Integration (Duty 3): Spearheads strategic planning initiatives to establish organizational focus and program direction. Formulates detailed program plans, Spend Plans, budget estimates, and lifecycle schedules for assigned major IT programs. Integrates mission requirements into the annual fiscal programming cycle, managing requirement reprogramming, funding adjustments, and manpower end-state targets. Conducts rigorous studies on complex, non-standard issues, establishing analytical assumptions, evaluating courses of action, and advocating for command resources across changing fiscal and geopolitical environments.
- Advanced Concept Development, Research & Studies (Duty 4): Researches, scopes, and coordinates the development of innovative operational concepts and emerging mission requirements. Leads cross-functional and matrixed study teams, designing detailed study methodologies, data collection parameters, and analytical frameworks. Leverages advanced qualitative and quantitative techniques to assess the feasibility of novel operational approaches, evaluating their impacts on existing command systems and policies to propose progressive policy modifications supporting long-range strategic objectives.
Desired Skills/Expertise:
- Command-Level IT & Defense Acquisition Planning: In-depth knowledge of major command IT systems, C4ISR infrastructure, and defense acquisition life cycles. Proven ability to formulate acquisition strategies, translate mission needs into validated system requirements, and direct modernization initiatives in support of joint warfighting domains.
- Strategic Policy Analysis & Joint Doctrine Interpretation: Mastery of Department of Defense (DoD), Joint Staff, and command-level directives, instructions, and UCP frameworks. Demonstrated expertise in evaluating policy impacts, resolving systemic operational incompatibilities, and crafting authoritative governance documents for executive approval.

Demonstrated skill in integrating complex mission requirements into annual budget cycles, managing unfunded requirements, and resolving programming and resourcing challenges.
- Advanced Operations Research & Complex Problem-Solving: Expertise in designing and executing structured analytical studies, formulating baseline assumptions, and synthesizing disparate datasets to evaluate technological feasibility and organizational productivity.
- Executive Communication & Cross-Functional Team Leadership: Exceptional briefing and written communication skills, with proven success translating complex programmatic and technical data into clear, actionable recommendations for senior flag and general officers. Proven track record leading diverse, matrix-managed project teams and mentoring junior action officers.
