What You'll Do
First level manager providing leadership, technical direction and oversight to engineers, technical support personnel, and potentially subcontract employees. Responsible for maintaining safe working conditions and safety awareness, establishing goals, expectations, and priorities and integrates work within the supervised organization. This includes leading engineering resources for problem solving and issue resolution to support the mission at Y-12. Maintains department workload management system to ensure staff is cognizant of cost, schedule, and technical commitments. Advises management of staffing needs necessary to address both forecast and emerging workload. Develops, reviews, and/or approves budgets, proposals, cost estimates, schedules, and related documents required to meet customer needs. Frequent contact with external and internal customers is required. Demonstrated knowledge of, and the ability to manage, using project management techniques such as tracking and trending, scheduling and cost estimating to meet reliability, operability, cost, schedule, and quality expectations. Knowledgeable of engineering principles and their application to risk analysis, qualitative risk assessment, facilities and system operation, and manufacturing processes and systems. Working knowledge of engineering principles and standard industry operation.
Manages and develops a dedicated Packaging & Transportation Engineering group who function as the Subject Matter Experts (SMEs) on packaging, transportation, and storage of hazardous and radioactive materials including the design, fabrication, inspection, testing, and certification of Type B nuclear material packaging. Continues the advancement of Packaging & Transportation Engineering expertise through the development, implementation, and maintenance of a clearly defined technical training program. Promotes continuous process improvement and enhanced process monitoring using Statistical Process Control and other techniques to develop a more data driven culture. Handles all personnel matters associated with the work group. Interviews, hires, or makes hiring recommendations, evaluates performance of direct employees, coaches and counsels, and rewards and disciplines employees, as appropriate.
Ensures successful completion of all PTE and supporting documentation deliverables necessary to support CNS Y-12/Pantex mission and DOE Enterprise, including oversight in the development of designs, analysis, and Safety Analysis Reports for Packaging (SARP). Accountable for identification of work scope, schedules, and estimates and ensures the execution and completion of all deliverables within budget and schedule. Ensures packaging quality is achieved and documented by those who have responsibility for performing that work.
Interfaces with DOE/NNSA/NPO Site Representative for Packaging Oversight; DOE/NNSA/Service Center (SC) Packaging and Transportation (OPT); the DOE Environment Management Headquarters; and DOE Environment, Safety, and Health/Headquarters. Provides interagency support to Los Alamos National Laboratory, Lawrence Livermore National Laboratory, Sandia National Laboratories, Savannah River Site, and other such facilities. Ensure that periodic review of Packaging Engineering organizational and Y-12 company-level procedures is conducted at least every two years. Provides planning and execution of the Packaging Engineering Training Plan with the assistance of the CNS Y-12 Training Organization. Performs planning and execution of a surveillance program that covers the entire packaging program, and conducts programmatic assessments of the packaging program. Responsible for all personnel matters related to direct reports of position and provides management of all Packaging Engineering-related activities.

Minimum Job Requirements
Bachelor of Science degree in engineering from an EAC/ABET accredited program in the United States or designated equivalents from Canada or Mexico, the Washington Accord, or the list of substantially equivalent as documented by ABET. Requires a minimum of 5 years of relevant experience.
In addition, the applicant must meet the requirements of DOE O 426.2 (i.e., Baccalaureate in engineering or related science and 4 years nuclear experience, or a DOE O 426.2 alternative). DOE 426.2 experience requirements can be satisfied following employment. In the interim, newly hired personnel will not be assigned duties that could impact the safety basis of nuclear facilities. Preferred Job Requirements
Bachelor of Science degree in engineering from an EAC/ABET accredited program in the United States or designated equivalents from Canada or Mexico, the Washington Accord, or the list of substantially equivalent as documented by ABET with a minimum of 7 years of relevant experience and 4 years of supervisor experience.

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.
