Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities
The Program Integration Office (PIO) organization is looking for a motivated, self-driven leader to guide contributors to the mission of the historic Nevada National Security Sites (NNSS). This PIO Manager I for Training, Development, and Project Controls Applications (PCA) will be focused on the on-boarding process, training, and career development of project controls specialists as well as other staff in the PIO cross-functional organization. In addition to training and development, this Manager I will oversee project controls systems applications administrators, and ensure efficient and effective application functionality for Oracle Primavera P6, Deltek Cobra, the project controls reporting system (PCRS), and other software applications that enable PIO staff to support Earned Value Management (EVM) compliance and project reporting. This Manager I must be a strong visionary, be able to coordinate mentoring across multiple teams, and drive work process performance excellence throughout the PIO organization. This Manager I position must be able to lead individuals and teams virtually and in-person.
Key Responsibilities
- Manage Divisional-staffing forecast to meet business and functional requirements, as well as assure coverage for all programs.
- Oversee and assure staff training and development with industry-related best practices and company guidelines, processes, and procedures.
- Measures achievements and links increased employee performance based on available training; measures results over time, and identifies gaps to training plans based on program deliverables and employee performance.
- Provides developmental and behavioral guidance for multiple Program Integration Office (PIO) staff; works to identify gaps to behavioral goals and determines path for increased awareness and capability.
- Responsible for ownership and continuous improvement of program performance measures, including establishing and maintaining a Program Management Baseline, Integrated Master Schedule (IMS) development and maintenance, Earned Value Management System, as well as financial Management Operating System, Program Management Reviews (PMR), and Internal Surveillance Reviews (ISR).
- Responsible for implementation of Enterprise program management tools, standard program metrics, as well as training, deployment, and communication. Understands industry accepted best practices and guidelines, and application to business.
- Responsible for the overall quality of Enterprise program artifacts to meet all Directives, Guidelines, and Procedures.
- Support business reviews, information requests, data collection, analysis, and reporting.
- Results focused with successful track record of accomplishments through skilled use of influence, persuasion, negotiation, and problem resolution.
- Management of project controls applications, system functionality, and support staff.
- Lead updates and upgrades of Oracle Primavera P6, Deltek Cobra, Project Controls Selector Modules (Variance Analysis, Work breakdown Structure, Baseline Change Control, and Project Controls Reporting System) in coordination with leadership, IT and Cyber Security.
- Champion systems-related projects to meet emerging DOE reporting requirements such as the JavaScript Object Notation (JSON) transition for capital asset line-item projects.
- Responsible for delivery of a Training and Development Program for Program Planning and Controls (PP&C) and other PIO functional teams.
- Development, implementation, and maintenance of an Onboarding Program for Program Planning and Controls (PP&C), to include management of PP&C interns and the Develop and Deploy (D&D) team.
Qualifications
Due to the nature of our work, US Citizenship is required for all positions.
- Bachelor's degree in Business, Engineering, Finance, Accounting or equivalent training and experience, plus a minimum of 11 years of related and progressively responsible experience.
- Master's degree desirable.
- Schedule and Earned Value Management-related experience desirable.
- Project Management Professional (PMP) desirable.
- IT related experience desirable.
- Must be able to work effectively in a team environment. Must adapt well to a changing environment and have the ability to influence in a matrix environment.
- Proficiency in Oracle Primavera P6 and Deltek Cobra applications.
- Proficiency in MS Office (Excel, PowerPoint, and Word).
- Experience in Data Mining, Analysis, and Modeling techniques.
- Equally competent in usage, application, and integration of both cost and schedule tools.
- Effective verbal and written communication skills to create a sense of buy-in among team members.
- Ability to work multi-tasks, tenacious, and possess excellent problem-solving skills. Detail oriented.
- Leadership and team building experience.
- Strong organization skills, communication skills, goal planning skills, and customer interface skills.
- The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).
- Work schedule will be 4/10s Monday through Thursday (subject to change).
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Must possess a valid driver’s license.
Ability to obtain a HSPD-12 Personal Identity Verification credential under the Department of Energy Order 206.2, ‘ Identity, Credential, and Access Management ,’ and Supplemental Directive NNSA SD 206.2, ‘ Implementation of Personal Identity Verification for Uncleared Contractors .’

Annual salary range for this position is: $121,326.40 - $194,126.40.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
