Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities
As a member of the Staff Relations Labor Relations team you will manage projects, dispute resolutions, and Project Labor Agreements (PLAs)/Collective Bargaining Agreements (CBAs).
Key Responsibilities
- Plan, organize and direct labor relations activities, including contract and policy interpretation within labor relations.
- Play a major role in contract negotiations.
- Develop Memorandum of Understanding (MOU’s) in conjunction with Legal.
- Handle Step 2 grievances, mediation and arbitration as needed.
- Oversee hiring’s, terminations, suspensions for Bargaining Unit (BU) employees.
- Prepare and issue terminations as needed for BU employees.
- Review and approve craft requisition forms for hiring BU employees.
- Review subcontracting documents related to Procurement’s projects that effect bargaining employees. Items include participation of awarding of projects, walkdowns of projects, work with subcontractors so they understand the Project Labor Agreement and their responsibilities, review pre-job forms for scope of work and craft assignments, letter of assents and set up pre-job conference meetings with the Building Trades.
- Work with Managers and Supervisors of bargaining employees. i.e. ratios of foreman to journeyman, movement of craft employees, hours of work, establishing special shifts, etc.
- Review proposed discipline to bargaining employees.
- Review and comment on iDAR requests.
- Make jurisdictional determinations for Work Planning.
- Attend area Manager staff meetings.
- Review and approve pay discrepancies.
- Work with union business agents, i.e. issues with working conditions, jurisdiction issues, wages and benefits, etc.
- Prepare wage and benefit calculations when changes are made.
- Perform as needed or requested.
- Define and recommend organizational objectives, develops specific short-term and long-range plans, and monitors progress to assure work objectives are attained and schedules are met.
- Direct the personnel administration for the office which includes, but is not limited to, the following:
- monitoring employee performance management (reviews):
- Provides counsel to employees having work-related problems.
- Prepares and reviews budgets in relation to objectives to ensure cost effectiveness.
Qualifications
- Bachelor’s degree in related field and at least 12 years’ of professional level experience, or equivalent training and experience.
- Preferred: Bachelor’s degree in Human Resources or related field and at least twelve years of professional level experience or equivalent training and experience.
- Professional Human Resources (PHR) and (AWI) certification preferred.
- Knowledge of Human Resource principles, Equal Opportunity law and National Labor Relations Board laws.
- Knowledge of legal requirements that affect the Labor Relations Office.
- Demonstrated ability to create and maintain highest levels of confidentiality when dealing with employee and management concerns/issues, proprietary information, and sensitive situations.
- Adapt to changes in the work environment and deal with unexpected events.
- Demonstrated experience as a lead in negotiations.
- Excellent interpersonal skills and ability to work with all levels of personnel.
- Must be able to communicate orally and in writing with tact, diplomacy, and/or authority when necessary.
- Detail-oriented and possess effective oral and written communication skills.
- Ability to interview personnel, conduct research, assist with investigations, and provide investigative summery report to appropriate management.
- Exercise considerable judgment and independent discretion in establishing and maintaining positive working relationships internally and externally.Must be able to cope with conflicting deadlines, frequent interruptions, and multiple tasks.
- Identify problems, gather and analyze information skillfully.
- Independently apply and carryout policies and procedures within assigned area of responsibility.
- The primary work location will be at the Losee Road facility in North Las Vegas, Nevada. Work at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada) is required in support of these functions.
- Work schedule for this position will be 4/10’s, Monday – Thursday (subject to change) with ability to work flexible hours.
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Must possess a valid driver’s license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 , “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.
Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is:
$114,670.40 - $177,736.00.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
