Summary
The Facility Security Office II (FSO II) supports and administers organizational security plans and operations. Executes procedures and processes for security programs. Meets required codes and regulations. Supports and conducts internal investigations in accordance with legal requirements and company policies. Maintains records, manuals, and documentation. For government contract-related work, coordinates and administers security clearances and other security policies and procedures in accordance with Department of Defense (DoD), DCSA, and other applicable government agency requirements. Ensures customer projects are managed with the appropriate degree of security (classified, CUI, ITAR, export-controlled, and proprietary information). Serves as the facility's security representative. Ensures corporate security policies are complied with at the representative facility.
This mid-level security professional is responsible for independently administering and managing facility security programs and ensuring compliance with government, customer, and corporate security requirements. Serves as the primary security resource for an assigned facility and provides guidance to managers, employees, and project personnel on security matters. Exercises independent judgment in interpreting policies, assessing risk, implementing corrective actions, and resolving moderately complex security issues. May provide mentoring and guidance to less experienced security personnel and administrative staff.
Primary Responsibilities
- Manages, plans, and controls facility security and is responsible for implementing the National Industrial Security Program (NISP). Takes complete ownership of facility security. Ownership entails:
- Ensuring customer projects that have special security concerns (classified, CUI, and ITAR) comply with governmental and company policies.
- Fulfilling governmental, corporate, and customer commitments.
- Understanding how assigned facility processes work and ensuring those processes comply with security requirements.
- Ensuring security-related tasks are completed.
- Engaging and communicating immediately with stakeholders (e.g., customer, Department Manager, General Manager, etc.) regarding anything impacting security and project success.
- Holding stakeholders (e.g., Department Managers, technicians, etc.) accountable for compliance with security requirements.
- Meeting security goals despite operational constraints, including achieving satisfactory or better ratings on DCSA assessments and audits.
- Serving as the security representative at the assigned facility.
- Planning security activities.
- Implementing corrective actions.
- Consistently applying security best practices.
- Establishing collaborative and mutually supportive relationships with those responsible for operations.

- Independently administers and manages facility security programs in accordance with the National Industrial Security Program (NISP), NISPOM, customer requirements, and corporate security policies.
- Serves as the designated Facility Security Officer (FSO) and primary security representative for an assigned facility.
- Acts as the primary interface with DCSA, government customers, auditors, inspectors, and corporate security leadership on security matters.
- Interprets and applies security regulations, government directives, contractual requirements, and company policies to facility operations.
- Coordinates and manages personnel security activities, including security clearances, access determinations, eligibility verifications, visit requests, classified contract requirements, and related documentation.
- Administers security requirements associated with classified programs, DD254s, CUI, ITAR, EAR, export-controlled information, and other customer-specific requirements.
- Administers classified information safeguarding programs, including proper marking, transmission, storage, accountability, inventory, access control, and destruction of classified materials.
- Maintains security records, databases, facility documentation, standard operating procedures (SOPs), emergency action plans, and other records to ensure compliance, accuracy, and audit readiness.
- Develops, implements, and delivers security education, awareness, and training programs for facility personnel.
- Leads facility self-inspections, compliance reviews, audit preparation activities, and corrective action initiatives to ensure compliance with applicable security requirements.
- Investigates security incidents, violations, and potential compromises involving classified information, CUI, export-controlled information, or other security matters, and ensures appropriate reporting, documentation, root-cause analysis, and corrective actions are completed.
- Conducts security risk assessments, identifies vulnerabilities and emerging risks, and recommends mitigation strategies to management.
- Supports visitor control, access control, badging, physical security, and related facility protection measures.
- Provides security guidance and consultation to program managers, department managers, engineers, technicians, and employees supporting classified or controlled efforts.
- Monitors security program performance and compliance metrics and recommends process improvements to strengthen security effectiveness and operational efficiency.
- Establishes collaborative working relationships across functions to ensure security requirements are effectively integrated into business operations.
- May provide training, guidance, and mentoring to less experienced security personnel.
Minimum Qualifications
- High school diploma or equivalent required.
- Associate degree in Criminal Justice, Security Management, Business Administration, Government, or a related field preferred.
- Bachelor's degree in a related discipline may substitute for a portion of required experience.
- Minimum 2-5 years of industrial security, facility security, personnel security, physical security, compliance, government contracting, military security, or related experience.
- Experience supporting classified programs and government security requirements.
- Experience administering security processes, documentation, and compliance requirements with limited supervision.
- Must successfully complete the FSO Program Management for Possessing Facilities certification (or successor required training).
- Must possess an active security clearance.
- Ability to obtain and maintain FSO appointment eligibility as required by applicable government regulations.
- U.S. citizenship required for positions requiring access to classified information.
- Ability to interpret and apply government regulations, contractual security requirements, and company policies.
- Ability to independently manage multiple security priorities and deadlines.
- Strong organizational, analytical, and problem-solving skills.
- Strong written and verbal communication skills.
- This role is required to be on-site in a laboratory or operational facility environment.
- Occasional travel may be required.
Preferred Qualifications
- Associate degree in Criminal Justice, Security Management, Business Administration, Government, or a related field preferred; equivalent experience may be substituted.
- Designated FSO experience in a cleared contractor facility.
- 3+ years of experience supporting the National Industrial Security Program.
- Experience working with DCSA and supporting government security assessments.
- Experience administering security requirements for classified contracts and DD254s.
- Experience supporting Controlled Unclassified Information (CUI), ITAR, EAR, export compliance, COMSEC, or Special Access Program (SAP) environments.
- Completion of CDSE security coursework relevant to Facility Security Officers.
- Experience developing security procedures, training programs, and corrective action plans.
- Prior defense contractor, aerospace, federal government, or military experience.
- Experience with security management databases and clearance systems.
- Demonstrated experience leading audit preparation and facility self-inspections.
- Experience training or mentoring junior security personnel.
- Active Secret security clearance.
Knowledge And Skills
- Works independently with limited supervision and is expected to manage day-to-day security responsibilities and competing priorities.
- Possesses working knowledge of NISPOM requirements and their application within an operational environment.
- Knowledge of industrial security disciplines, including personnel security, physical security, classified document control, information security, and operational security.
- Working knowledge of CUI, classified information handling, ITAR, EAR, and customer-specific security requirements.
- Ability to interpret regulations, contractual requirements, and policies and apply them to unique operational situations.
- Uses professional concepts and exercises sound judgment to resolve a wide variety of security and compliance issues.
- Demonstrates risk-based decision making and the ability to identify, assess, and mitigate security vulnerabilities.
- Ability to investigate incidents, identify root causes, and implement effective corrective actions.
