Overview:
We are seeking a Senior Procurement Officer to provide subcontract management support for a variety of support service needs. This position resides in the Contracts Division in the Business Services Directorate at Oak Ridge National Laboratory (ORNL). ORNL is managed by UT-Battelle, LLC.
ORNL is a large campus supporting the nation’s most complex research needs. This role will provide subcontract support for services needed to ensure the ORNL campus operates effectively. Examples of subcontract needs are staff augmentation, consulting, critical software platform development, lab-wide license agreements, staff relocation services, etc.
Major Duties/Responsibilities:
- Provide cradle to grave subcontracting/procurement support for the support organizations that provide services to the entire ORNL campus. This includes meeting subcontract needs for customer groups like Human Resources, Information Technology, Laboratory Director’s Office, Facilities and Operations.
- In a hybrid capacity, supporting project teams in all procurement related activities, including providing business counsel, creating and implementing complex contracting solutions, and supporting or leading meetings (both on-site and virtually).
- Awarding and managing special and unique subcontracts, particularly those of programmatic significance, large dollar value, and high complexity.
- Award and manage a variety of contract types, including, but not limited to fixed price, time & material, and cost type.
- Candidate will perform pre-award market research, competition, post-award contract administration, including supplier performance management and determining REA entitlement and subcontract closeout activities.
- Represent the Contracts Division with key customer leadership, providing consulting support for advanced acquisition planning, scheduling and execution.
- May serve in a leadership role on process improvement teams, or as a Team Lead in their respective working group as needed.
- Work responsibilities may involve mentoring other staff, customer relationship management activities, training, and subcontract closeout.
- Perform pre-procurement planning with customers, conduct pre-proposal conferences, facilitating management reviews, leadership of subcontract negotiations, participation on process improvement teams, award of evaluated/best-value procurements.
- Independently prepares solicitations and contract awards compliant with requirements and quality standards of the UT-Battelle’s standard procurement practices and procedures.
- Exerts increasing latitude in determining objectives and approach to work assignments.
- Serves as a resource to Contracts management in determining Contracts Division goals and support strategies for Laboratory customers.
- Able to demonstrate knowledge of a wide range of procurement related principles, theories, professional competencies.

Basic Qualifications:
- BS/BA degree in business, supply chain or a technically related field.
- A minimum of 8 years of relevant contract administration/procurement experience.
- Significant experience applying complex contracting principles and demonstrated leadership capabilities.
- Be customer service oriented with the ability to communicate effectively with senior level leadership.
- Excellent communication skills, written and oral, and able to work effectively with a variety of individuals at all levels of ORNL and government organizations.
- Working knowledge of FAR procurement regulations, policies, and procedures.
- Possess the ability to function in a fast-paced business environment requiring a high degree of accuracy.
- Excellent attention to detail and well-developed written and oral communication skills.
- Proficiency in PC Microsoft Office, word processing, spreadsheets and databases, such as Excel, Adobe Acrobat and Word.
Preferred Qualifications:
- Experience with Ariba or SAP is highly desirable.
- Experience in a research or government setting.
- MS degree in supply chain management, legal, accounting, finance or other business field desired, or a Bachelor’s/Master’s in an engineering field.
- Working knowledge of DOE procurement regulations, policies, and procedures, including the DEAR.
- Contracting professional certifications desired - Certified Professional Contract Manager, Certified Federal Contract Manager, etc.
- Experience supporting research and development, engineering, or high performance computing, including reviewing/interpreting Statements of Work and engineering documents.
- Experience with cost-type contracts and cost accounting standards.
- Advanced level of knowledge and experience applying procurement practices and procedures, plus track record managing complex projects for large customers.
- Experience with procurement related process improvement and implementing AI initiatives.

- This position requires the ability to obtain and maintain an HSPD-12 PIV badge.
