Job Title: Engineering Technician I/II (Waste Operations)

Essential Job Duties - Operates equipment including (forklifts, tow motors, trucks, etc.) in connection with assigned duties such as stacking and arranging material/waste, stocking and storing, loading and unloading of waste/material.
- Works jointly with various organizations and groups in which you must be able to clearly and precisely communicate thoughts and ideas.
- Typical functions include:
- Routinely works side by side with other Engineering Technicians, Material Handlers, and Management to safely complete daily assignments.
- Performs a variety of duties in assisting technical and scientific personnel on various production support, research, and development projects.
- Assists management in developing new and improved methods to increase safety and productivity.
- Assists professional staff as required in the identification of problems and in establishing new and improved procedures and techniques.
- Assists professional staff with the training of other Engineering Technicians as assigned.
- Makes decisions based on knowledge and skill at the discretion of supervision. Typical functions include:
- Produces legible, correct, and accurate records, inspections, and analysis.
- Labels, packages, takes samples, and tracks Hazardous, Class I Non-regulated, Low-Level Radioactive, and Mixed Waste.
- Operates and maintains equipment in strict accordance with procedures, manuals, and/or verbal directions.
- Performs work with a high degree of accuracy in all phases of duty under minimal supervision.
- Prepares waste materials for off-site shipment.
- Responsible for application of good judgment and skill in the performance of assigned tasks.
- Precisely follows prescribed safety procedures in the handling of explosive, radioactive, toxic, flammable, or otherwise hazardous materials.
- Operates and maintains Waste Operations facilities at the highest standards to ensure worker safety and environmental compliance. Typical functions include:
- Keeps assigned work area in a safe and clean condition.
- Ensures that operations are conducted according to all applicable environmental, safety, health, and management requirements.
- Adheres to RCRA and Department of Transportation (DOT) regulations concerning waste shipments, both on-site and off-site.
- Ensures compliance of air emissions from each material waste treatment facility as indicated in the Texas Commission on Environmental Quality (TCEQ) issued Part B Permit.
- Adheres to the waste storage requirements mandated in Resource Conservation and Recovery Act (RCRA).
- Makes observations and reports unusual occurrences or events that may affect safety, security, or quality.
- Checks equipment for proper operation and condition, reporting defects or malfunctions.
- Performs other duties as assigned.
Education - Must have relevant experience operating a forklift. This experience may be gained from one of the following sources:
- Recent work experience, within the last five years, which included assignments involving forklift or other heavy equipment operations as a significant part of the job.
- Successful completion, within the last two years, of the Amarillo College Forklift Training course or equivalent.
- AND Satisfactory completion of 12 semester hours of relevant college sciences including Chemistry, Physics, Biology, Environmental Sciences, or Hazardous Waste Management and 12 semester hours of relevant college math or computer applications or any combination of 21 semester hours of relevant college sciences and relevant math with a minimum of 3 semester hours of computer applications.
- OR Two years direct experience in Waste Operations as an Associate Waste Operations Technician (10N) OR five years direct waste experience including:
- Determining proper labeling requirements upon issuing container for waste accumulation.
- Determining proper packaging requirements upon issuing container for waste accumulation.
- Managing waste in accordance with the Technical Advisory Committe (TAC), RCRA, DOT, and Department of Energy (DOE) requirements.
- Preparing inventories of waste/material.
- Processing waste to meet Waste Acceptance Criteria.
- Conducting waste site inspections.
- Preparing waste/material for off-site shipment to include proper labels, markings, and shipping papers.
- Handling weapon components for sanitization and disposal.
- OR Any combination of the above college credit courses and equivalent experience to equal four (4) years.
Skills And Minimum Qualifications
- Must be able to perform all duties and functions outlined above.
- Must meet initial employment requirements.
- Must be able to read, write, and comprehend applicable written and/or oral instructions.
- Must be physically fit to perform the above job functions as determined by a medical evaluation.
- All qualifications, work history, training, and education are to be verified by direct contact with former employers and/or documented proof.
- Must have no documented security, safety, or quality issues during the most recent 18-month period.
DOE Order 426.2A Requirements
In addition to the above requirements, the applicant must also meet the requirements of DOE O 426.2A (i.e., High School diploma, or a DOE O 426.2A alternative). DOE O 426.2A experience requirements can be satisfied following employment. In the interim, newly hired personnel will not be assigned duties that could impact the safety basis of nuclear facilities. Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.
