Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities
The Principal Safeguards & Security Specialist collaborates with Security & Emergency Services (SES) leadership to design, monitor, and analyze performance metrics and integrated risk management plans across security, cyber, and emergency programs. Additionally, the role assists the readiness assurance supervisor with assessments, issues management, and compliance tracking to ensure all operations align with DOE Orders and federal regulatory standards.
Key Responsibilities
- Interface with NNSS executive leadership team to assist in developing company program health Key Performance Indicators.
- Assist in implementation of security, emergency management, and cyber program analytical data metrics.
- Maintain liaison with all Directorates within Security & Emergency Services (SES) to determine security risk conditions affecting safeguards & security of the NNSS.
- Oversee the implementation of integrated risk management plans for SES as it pertains to the NNSS.
- Plan, coordinate, and execute Readiness Assurance management assessments, self-assessments, and surveillances for the NNSS and Satellite Locations.
- Implement, maintain, and monitor the SES Effectiveness Tool in accordance with the Security Risk Management Framework to systemically identify and analyze physical, technical, and operational security risks.
- Lead the design, development, implementation, and monitoring of comprehensive security and emergency services performance and programmatic metrics.
- Serve as lead for SES issues management processes in accordance with SES Assurance Program requirements that measure the health of SES programs.
- Monitor baseline compliance and performance standards for program management, safeguards & security, emergency management, cyber security, and emergency response entities.
- Track critical operational Key Performance Indicators to verify that security and emergency responder units are performing in accordance with DOE Orders and federal regulations.
- Compile and facilitate data for the Monthly Overall Security Risk Review for senior management and federal oversight authorities.
- Assist with data collection for the Defense Nuclear Security Enterprise Risk Management Plan, as needed.
- Perform with limited oversight and accept additional tasks with short deadlines.
- Perform other duties, as assigned by management.
Qualifications
- Bachelor's degree in a field related to the position or equivalent training and experience, plus 8 years of progressive related experience.
- Minimum of 5+ years of experience in Security & Emergency Services (SES), safeguards, or cyber security programs, with a proven track record of developing and monitoring integrated risk management plans within a federal or regulated environment.
- Heavy experience compiling, synthesizing, and presenting technical key performance indicator (KPI) data directly to executive leadership and federal oversight authorities (such as DOE/NNSA). Must have a portfolio of developing complex, high-visibility monthly risk reviews and enterprise-level risk plans.
- Strong capability in mapping operational performance metrics directly back to federal regulatory standards and DOE Orders, ensuring that quantitative data demonstrates strict adherence to compliance mandates.
- Performance Metrics & KPI Development: Proven ability to collaborate with executive leadership to design, implement, and track key performance indicators (KPIs) and program health metrics across multi-topical security and emergency management domains.
- Able to apply knowledge of principles, concepts and theory related to the position to address issues and define and resolve problems.
- Able to exercise considerable discretion and judgment in performing work and conducting evaluations of process effectiveness.
- Able to utilize initiative and possess ability to apply knowledge and experience to resolve problems and compose reports.
- Able to prioritize and schedule multiple activities in the most efficient manner and meet required deadlines.

- Attention to detail and accuracy required in ensuring that policy decisions, procedures, and operations are in compliance with NNSS and DOE regulations, procedures, and federal and state laws.
- Must possess planning/organizing skills and initiative; employ independent judgment; and apply knowledge and experience to ensure that requirements are completed efficiently and on time.
- Must possess interpersonal communication skills of an influencing and motivating nature to interface effectively with DOE, company personnel at all levels, and other agency and contractor security personnel.
- Must possess the ability to understand complex data, terminology, procedures, laws, and regulations.
- Able to utilize independent judgment, creativity, and initiative to evaluate alternative methods of solving problems, problem resolution, and to ensure that requirements are completed efficiently and on time.
- The primary work location will be at the Losee Road Facility in North Las Vegas, Nevada. Work at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada) is required in support of these functions.
- Work schedule will be 4/10s Monday through Thursday (subject to change).
- Travel may be required for this position.
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Must possess a valid driver’s license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 , “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.
Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is:
$101,982.40 - $155,521.60.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
