Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities
The Principal Emergency Response Specialist assigned to Air and Ground Operations Support (AGOS) is responsible for coordinating, monitoring, and de-conflicting air and ground activities conducted within Special Use Airspace, restricted areas, and operational areas associated with the Nevada National Security Site. This position supports routine, special, and emergency operations by maintaining situational awareness of scheduled and real-time activities, coordinating with internal and external agencies, supporting safe access to operational areas, and ensuring air and ground activities are conducted within established safety, security, and operational parameters.
The position requires strong judgment, effective communication, attention to detail, and the ability to make timely decisions in a dynamic operational environment. The Specialist works closely with site organizations, airspace users, ground activity coordinators, emergency response personnel, and government partners to support mission execution, operational safety, and emergency readiness.
Key Responsibilities
- Coordinates, schedules, monitors, and supports air and ground activities within Special Use Airspace, restricted areas, and designated operational areas associated with the Nevada National Security Site.
- Reviews, verifies, prioritizes, modifies, and de-conflicts current-day and next-day schedules to support safe and effective execution of simultaneous air-to-air, air-to-ground, ground-to-ground, and other operational activities.
- Maintains situational awareness of planned and real-time air and ground operations, including mission activities, access restrictions, operational hazards, schedule changes, and other conditions that may affect safety, security, or mission execution.
- Coordinates with internal organizations, airspace users, range users, government agencies, aviation partners, emergency response organizations, and other stakeholders to support safe and efficient mission operations.
- Provides operational information, instructions, and coordination support to air and ground users through established communications systems, including radio, telephone, computer-based systems, and other approved communication platforms.
- Monitors aviation activity using radar, tracking systems, communications equipment, and other available tools to support airspace coordination, identify potential airspace conflicts or incursions, and advise appropriate personnel of changing conditions.
- Coordinates real-time changes to operational activities while ensuring safety, security, access control, separation requirements, and mission priorities are maintained.
- Supports access control for restricted or remote operational areas by tracking ground personnel, monitoring area status, communicating hazards or restrictions, and coordinating response to requests for assistance.
- Provides flight-following support for assigned aviation missions and coordinates appropriate notifications, communications, and response actions when aircraft, crews, or ground personnel require assistance.
- Supports search and rescue coordination by gathering and disseminating information to appropriate authorities, site organizations, aviation partners, and local emergency response agencies.
- Sets up, operates, monitors, and troubleshoots communications networks, computer terminals, radar displays, video systems, and other operational systems used to support air and ground coordination.
- Identifies operational conflicts, equipment issues, communication problems, access concerns, or other conditions that may affect mission safety or execution, and escalates issues in accordance with established procedures.
- Supports day, night, and special operations by coordinating schedule changes, operational priorities, resource needs, and mission impacts with affected organizations.
- Provides on-call and direct emergency support for the Nevada National Security Site and the Nevada Support Facility, as required.
- Serves as an Emergency Operations Center staff member and supports emergency management, incident response, continuity, and National Response program activities, as assigned.
- Uses established plans, procedures, checklists, policies, and subject matter knowledge to complete operational assignments of moderate to high complexity.
- Reads, understands, and implements applicable operational, safety, security, quality, and environmental requirements associated with assigned duties.
- Maintains proficiency in assigned systems, procedures, communications protocols, and operational requirements through training, drills, exercises, qualification activities, and cross-training in related disciplines.
- Performs additional duties and position-related work as assigned by the responsible manager.
Qualifications
- Bachelor’s degree in related field or equivalent training and experience and at least 8 years of relevant experience.
- Highly preferred qualifications:
- Bachelor’s degree in a field related to emergency management, aviation operations, airspace management, operations coordination, public safety, or a related discipline; or equivalent education, training, and experience.
- A minimum of eight years of professional experience in air operations, airspace management, range operations, emergency operations, military or civilian aviation operations, air traffic control, operations support, or a closely related field.
- Working knowledge of Special Use Airspace, aviation coordination, operational scheduling, mission de-confliction, restricted area access, and air/ground operational safety requirements.
- Experience with unmanned aircraft systems operations, airspace coordination, or aviation mission support is required. Able to utilize independent judgment, creativity, initiative, and ability to apply knowledge and experience to resolve problems and compose technical correspondence and reports.
- General knowledge of radar systems, communications systems, video systems, computer-based operational systems, and related equipment used to support air and ground operations.
- Ability to apply strict safety, security, access control, and operational requirements in a real-time operational environment.
- Ability to evaluate changing conditions, communicate clearly, make timely decisions, and select appropriate courses of action during high-stress, time-sensitive, or emergency situations.
- Strong interpersonal and communication skills, with the ability to work professionally and effectively with internal organizations, external agencies, government partners, emergency responders, aviation users, and operational stakeholders.
- Ability to maintain accurate records, document operational information, follow procedures, and communicate critical information clearly through written and verbal methods.
- Experience using Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook.
- Must be willing to cross-train in related operational and emergency response disciplines.
- The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).
- Work schedule will be 4/10s Monday through Thursday (subject to change).
- Must be able to support shift work, on-call assignments, extended operations, exercises, drills, emergency response activities, and other mission requirements, as assigned.
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Must possess a valid driver’s license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 , “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.
Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is:
$101,982.40 - $155,521.60.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
