Job Description
We are seeking a highly collaborative leader to serve as the
Administration Section Leader for the Operations & Business (O&B) Principal Directorate at Lawrence Livermore National Laboratory (LLNL). The O&B Principal Directorate provides critical business and operational services that enable LLNL’s research and development programs, keeping the Laboratory running safely, securely, and efficiently.
In this role, you will lead a team of exempt-level directorate administrators who manage administrative teams totaling more than 100 employees. Additionally, these directorate administrators serve as organizational salary points of contact, requiring you to provide a high level of coordination, attention to detail, and business acumen, with a sound, professional leadership approach. You will partner with O&B’s Associate Directors to provide the administrative support needed for efficient and effective operations.
This position reports to the Administration Division Leader and works closely with the O&B Business Manager on operational priorities, work plans, and service delivery. You will also partner closely with other Administration Section Leaders across the Laboratory to standardize practices and advance institutional priorities.
You will
- Serve as a core member of the O&B Principal Directorate administrative leadership team, participating in all aspects of business, talent management, succession planning, and strategic initiatives for administrative staff.
- Manage administrative operations and service delivery for assigned organizations or functional areas through subordinate supervisors, leads, or senior administrative staff.
- Perform personnel management activities including recruiting, hiring, mentoring, training, performance management, corrective actions, and salary reviews for the administrative workforce.
- Drive long-range workforce planning and staff development programs, ensuring a robust talent pipeline and high standards of organizational performance.
- Manage day-to-day business operations for the O&B administrative team, tracking performance metrics related to cost, schedule, and quality of work.
- Provide input to the O&B Business Manager to establish and oversee administrative budgets, work plans, and staffing forecasts to align with mission directives.
- Develop, modify, and implement administrative procedures, work plans, and operating practices affecting immediate operations, consistent with Laboratory policies.
- Represent O&B and the Administration Division on Laboratory committees and projects, building strong partnerships across institutional entities.
- Ensure all O&B administrative teams operate safely, securely, and effectively, consistent with LLNL requirements and sound business practices.
- Collaborate with peers in the Administration Division on processes, areas of improvement, and standardization as needed for Laboratory administrative functions.
- Perform other duties as assigned.
Qualifications
- This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time of hire.
- Bachelor’s degree in a business-related field or related discipline, or an equivalent combination of education and relevant experience.
- Significant supervisory and managerial experience with a proven track record of building, leading, and mentoring high-performing, diverse administrative teams in a complex matrix environment.
- Demonstrated expertise in managing organizational staffing levels, including long-range workforce planning, talent assessment, capability development, and succession planning.
- Strong operational knowledge of human resources functions, compensation frameworks, performance management, and employee relations practices within a large-scale organization.
- In-depth understanding of state and federal human resources compliance requirements, standards, and labor laws, including FLSA, ADA, and EEO.
- Proven experience managing, forecasting, and monitoring complex organizational and operational budgets while ensuring strict compliance with institutional financial policies.
- Strong analytical and problem-solving skills, including the ability to evaluate operational issues, identify trends, and recommend improvements.
- Experience sponsoring and overseeing administrative process improvements, digital transformations, and technology-enabled modernization efforts to optimize service delivery.
- Strong communication, facilitation, and relationship-building skills, with a demonstrated ability to advise, negotiate, and lead diverse stakeholders through organizational change.
- Proven ability to establish priorities, manage organizational risk, and make sound decisions in a high-consequence environment with competing demands.
Qualifications We Desire
- Experience in a complex matrix environment.
- Demonstrated experience with artificial intelligence (AI) enabled productivity and digital transformation efforts to streamline workflows and improve organizational efficiency.
Pay Range
$202,020 - $275,424 Annually
This is the lowest to highest salary range in good faith we would pay for this role at the time of this posting. An employee’s position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.
