Responsibilities
The Infrastructure Directorate is seeking a Manager II to lead the Integrated Work Control Division. This role is crucial for enterprise-wide work planning and control, supporting critical national security operations.
This position provides senior leadership for the integrated work control program, ensuring safe, compliant, and efficient construction, maintenance, infrastructure, and R&D activities across multiple nuclear/high-hazard and general service facilities.
Key Responsibilities
- Serve as Program Manager for the Integrated Work Control Process, ensuring effective implementation of Integrated Safety Management across the NNSS and satellite locations.
- Identify, lead, and implement Work Control Programmatic process improvements, focusing on streamlining processes and eliminating over-prescriptive requirements.
- Provide overall leadership and direction to 5 managers, 10 supervisors, and 72 work planners supporting construction, maintenance, and R&D work control planning across the NNSS and satellite locations.
- Provide Senior Management oversight of two Work Management Centers responsible for scheduling and deconfliction of work in support of two nuclear facilities.
- Offer senior management support to subordinate managers and supervisors for issues unresolved at lower levels.
- Oversee the Integrated Planning Administration Group (IPAG) to ensure timely work request processing, appropriate work order closure, and compliance with records management.
- Monitor Integrated Work Control performance using metrics and key performance indicators; identify and evaluate trends, determine courses of action, define objectives, and evaluate outcomes.
- Attend critiques and resolve issues identified through risk and issues boards, providing process knowledge to aid in effective corrective actions to mitigate further risk.
- Attend stakeholder meetings, providing necessary updates and input to drive objectives.
- Establish strong working relationships with stakeholders, using earned influence to drive mutually beneficial objectives and "win-win" outcomes.
- Ensure sufficient staffing of work planners to support organizational mission needs through collaboration with execution organizational management.
- Responsible for the performance of both the Construction and Services, and Maintenance and R&D Planning departments, ensuring compliance with governing processes and high-quality deliverables to customers.
- Achieve staff results by communicating job expectations; planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees; developing, coordinating, and enforcing systems, policies, procedures, and productivity standards.
- Ensure proper flow-down of information regarding Work Planning & Control (WP&C) process updates and communications to key stakeholders and execution management.
- Maintain quality service by enforcing quality and customer service standards; analyzing and resolving quality and customer service problems; identifying trends; and recommending system improvements.
Qualifications
- Bachelor's degree or equivalent training and experience, plus a minimum of 14 years of related and progressively responsible experience.
- Master’s degree in related field is highly desired.
- Must have experience implementing Work Planning & Control in DOE Nuclear and High-Hazard facilities within the last 5 years.
- Highly desirable to have direct job experience and history planning Activity Level Work Control Documents on the NNSS.
- Ability to establish and foster strong positive working relationships with stakeholders in execution organizations (construction, maintenance, and critical site services) as well as support organizations such as ES&H, Engineering, and Project Management.
- Strong planning knowledge, organization skills, and initiative.
- Effective oral and written communication skills, as well as interpersonal communication skills to interact with contacts in an effective, positive, and professional manner.
- Proficient knowledge and experience in coaching, supervising, and mentoring employees positively and effectively, and providing constructive feedback.
- The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).
- Position requires travel to forward areas located in the NNSS and satellite locations across the U.S.
- Work schedule for this position will be 4/10s, Monday – Thursday (subject to change).
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Must possess a valid driver's license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 , “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.
Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is:
$155,209.60- $248,331.20.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
