Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities
MSTS is actively seeking a motivated and experienced Manager to lead our Construction Subcontractor Technical Representative team. This pivotal role involves leading and managing the team of Subcontractor Technical Representatives (STRs) who ensure technical execution and compliance of subcontracted work. The ideal candidate will have strong interpersonal skills, and a thorough background in construction and infrastructure projects.
Key Responsibilities
Leadership & Supervision:
- Reporting to STR Senior Manager, the STR team Manager shall directly manage and lead the Subcontractor Technical Representatives (STRs) team providing day-to-day leadership.
- Provide clear oversight and strategic direction to subordinate personnel, ensuring robust adherence to quality assurance, project documentation, standardized work processes, and performance standards.
- Supervise individual personnel, including approving time, conducting comprehensive performance evaluations, and actively participating in the recruiting, selection, orientation, and training of staff.
- Coach, counsel, and mentor employees, fostering a high-performing and collaborative team environment focused on technical excellence.
- Actively cultivate a culture where team members feel empowered to ask questions, raise issues, propose solutions, and engage in constructive dialogue.
- Ensure team members obtain, maintain, and remain current in all assigned qualifications and training.
- Provide management intervention and engagement to team members for issues or roadblocks impacting the effectiveness of the organization.
- Serve as primary Management point of contact for stakeholders and project managers regarding STR functions.
- Assign team member STR taskings distributing workload appropriately and communicating priorities.
STR Oversight & Technical Assurance
- Ensure STRs provide diligent and structured oversight of specific subcontracts' technical adherence, rigorously verifying performance, accurately interpreting Statements of Work (SOW), and approving invoices solely based on confirmed technical conformity.
- Facilitate STRs' role as the primary direct technical interface with subcontractors, ensuring consistent and clear communication of technical requirements, proactive identification of issues, and effective escalation of significant subcontract technical challenges to Project Managers (PJM) and Contracts & Procurement (C&P).
- Guide STRs in proactively managing subcontract technical changes, translating project-level needs into precise subcontract-specific technical requirements, and thoroughly evaluating subcontractor-initiated change requests with a focus on technical integrity.
- Ensure team member STRs maintain meticulous document & record management, and compliance with corporate processes.
Strategic Planning & Operations
- Responsible for tracking, communicating, managing and keeping status of priorities effectively.
- Establish strategic goals by gathering pertinent business, financial, service, and operational information.
- Responsible for providing regular updates and reports to STR Senior Manager.
- Define clear objectives and evaluate outcomes to drive continuous improvement.
- Maintain high-quality service by enforcing rigorous quality and customer service standards.
- Analyze and resolve quality and customer service challenges, recommending and implementing system improvements.
- Develop, coordinate, and enforce robust systems, policies, procedures, and productivity standards across the department to ensure consistency and efficiency.
Stakeholder Management & Communication
- Ensure customers and stakeholders receive exceptional support by cultivating strong relationships and representing the division in a positive and supportive manner.
- Work closely and collaboratively with Project Managers, vendors, clients, and procurement regarding all project activities.
- Escalate any project-related issues that may impact completion and/or customer satisfaction in a timely and effective manner.
Qualifications
- Bachelor's degree or equivalent training and experience, plus a minimum of 11 years of related and progressively responsible experience.
- Strong background in both construction and project management is essential, with an emphasis on technical oversight.
- Demonstrated experience managing personnel, including workload distribution and execution oversight, particularly in a technical or construction context.
- Experience in supervising projects requiring Subcontractor Technical Representatives (STRs) is highly preferred.
- Proven ability to lead, motivate, and develop a high-performing team, fostering accountability and a culture of technical excellence.
- Skilled in establishing clear job expectations, strategic planning, rigorous monitoring, and fair appraisal of job results.
- Highly organized, proficient in multitasking, self-motivated, and capable of completing complex tasks independently with minimal supervision.
- Exceptional oral and written communication skills, with the ability to clearly articulate complex technical information to bargaining personnel, managers, customers, and external stakeholders.
- Skilled in working and communicating effectively with managers of other functional organizations (e.g., Engineering, Construction, Project Management, other Clientele) to ensure seamless project execution.
- Demonstrated experience coordinating multiple complex projects and diverse personnel teams.
- Ability to devise innovative solutions that may require resolving conflicting customer expectations and coordinating complex program tasks, including team members external to MSTS.
- Proficiency with Microsoft Office Suite, with an emphasis on Word and Excel.
- Ability to work occasional overtime, as needed, to meet project demands.
- The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).
- Work Schedule will be 4/10s; Monday - Thursday; 7:00 AM - 5:30 PM, unless an alternate work schedule is approved.
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Must possess a valid driver's license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 , “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.
Department of Energy Q Clearance Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is:
$126,984.00- $203,174.40.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
