Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities
NNSS is seeking an Accountant II (Disbursements) whose duties include performing accounting and disbursement activities associated with employee and union payroll and payroll fringe benefit payments, accounts payable payments, and travel expense reimbursements in accordance with government regulations and Federal Travel Regulations (FTR) and performing account reconciliations and accounting entries within Oracle Fusion.
Key Responsibilities
- Perform labor and benefit payments for bargaining and non-bargaining employees using Oracle Fusion.
- Work with bargaining unit representatives and auditors to maintain internal controls and ensure compliance with bargaining unit agreements and governing entities.
- Support Oracle Fusion upgrades and testing requirements.
- Perform accounting activities associated with vendor and employee payments. Match vendor invoices to purchase orders and reimburse employee expenses in accordance with government regulations. Perform data analysis and account reconciliations in Oracle Fusion.
- Perform accounting activities associated with employee travel payments in accordance with the Federal Travel Regulations, Federal Acquisition Regulations (FAR), and Company procedures.
- Every Monday, perform weekly bargaining and bi-weekly non-bargaining payroll generation and creation of associated reports.
- Perform military leave and jury duty reimbursements, manage both setup and removal of Time Administrator access, and finalize terminated employees in the Payroll system.
- Assist in preparing union fringe filings and payments.
- Serve as a backup to the Travel Administrator in processing employee reimbursements in accordance with contract allowability requirements, administering the Company travel credit card program, and providing customer service to MSTS travelers.
- Assist Travel Administrator in serving as liaison with travel vendors for travel services, such as the online booking tool.
- Process purchase order and non-purchase order invoices, import data files to generate automated disbursements batches, and expedite payments to include coordination with Procurement, the Subcontract Technical Representative, and Project Controls.
- Prepare electronic and check payments.
- Enter journal vouchers and perform general ledger account reconciliations for Oracle Fusion.
- Prepare reports and perform metric data gathering, analysis, and summary reporting to management. Perform issue resolution through data analysis and customer interface.
- Assist team members in performing Disbursements functional support testing for Oracle Fusion upgrades, modifications, defect resolution, and regression as required.
- Work as a cohesive team member assisting Disbursements personnel as assigned.
- Work with all levels of management, Human Resources, Labor Relations, Information Technology, Procurement, Project Controls, and A-123 auditors to ensure payroll processes comply with regulatory requirements and union agreements.
- Support audits from numerous entities (e.g., Federal, states, and bargaining units).
- Perform records inventory.
Qualifications
Due to the nature of our work, US Citizenship is required for all positions.
- Bachelor’s degree in accounting, business administration, or in related field and at least 2 years’ professional level experience, which has provided practical knowledge of accounting principles and reporting of financial data, preferably in a government contractor environment, or equivalent training and experience.
- Demonstrated computer skills with software applications such as MS Office (Word, Excel, PowerPoint).
- Exhibit strong customer service skills with employees and internal and external customers.
- Oracle Fusion experience desired.
- Primary work location will be at the Losee Road facility in North Las Vegas, Nevada (candidates must be willing to relocate if not local, relocation package available).
- Work schedule for this position will be 4/10's Monday through Thursday (hybrid schedule: two days on-site, two days remote; subject to change).
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing
- Must possess a valid driver's license.

‘Implementation of Personal Identity Verification for Uncleared Contractors.’

Annual salary range for this position is:
$65,249.60- $97,884.80.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
