Position Summary
The Government Operations Manager – East Region is a critical leadership role responsible for the strategic oversight and day-to-day management of federal and commercial projects across the Eastern Region. This position focuses on high-profile missions supporting the Department of Energy (DOE) and National Nuclear Security Administration (NNSA), including security and Environmental, Health & Safety (EH&S) initiatives at facilities such as the Y-12 National Security Complex. As a Government Operations Manager, you will play a key role in ensuring that regional project teams deliver specialized technical services while maintaining operational excellence, regulatory compliance, and a strong safety culture. The Government Operations Manager holds a diverse range of responsibilities that contribute to the successful execution of complex government operations.
Essential Duties and Responsibilities
- Directing and managing day-to-day operations across Eastern Region project sites, overseeing complex initiatives ranging from nuclear construction management to environmental remediation efforts.
- Serving as the primary liaison for federal agencies, managing high-security contracts involving cleared personnel, escort services, and controlled site access.
- Ensuring all projects comply with EH&S standards, including 10 CFR 851 and Integrated Safety Management Systems (ISMS), and reinforcing a culture focused on safety and injury prevention.
- Overseeing the deployment and management of skilled personnel and subject matter experts (SMEs) to support critical roles at government facilities under Master Services Agreements.
- Leading quality assurance and quality control (QA/QC) efforts for operational activities, including soil sampling, waste characterization, environmental remediation, and demolition projects.
- Supporting strategic growth initiatives by identifying new opportunities within the federal marketplace, particularly in environmental cleanup and related government programs.
- Coordinating with internal leadership, including the Vice President of Government Operations, to align regional activities with company objectives and long-term growth strategies.
- Maintaining strong relationships with clients and stakeholders, ensuring effective communication, contract compliance, and successful project delivery.
- Monitoring project performance, ensuring adherence to schedules, budgets, and contractual requirements while identifying opportunities for operational improvement.
- Addressing operational challenges and implementing solutions to maintain continuity, efficiency, and mission success across all regional projects.
- Maintain accurate documentation and records related to job functions.
- Collaborate with internal departments and external partners, as necessary.
- Ensure compliance with all applicable safety standards, company policies, and regulatory requirements.
- Promptly report unsafe conditions, equipment issues, or incidents to management.
- Participate in required training sessions and safety briefings.
- Perform other duties as assigned to meet operational needs.
Required Qualifications
- Bachelor’s degree in Engineering, Environmental Science, Construction Management, or a related field (PMP certification preferred).
- Minimum of 12 years of experience in government contracting, particularly with the DOE, NNSA, or similar federal agencies.
- Demonstrated experience managing multi-disciplinary teams in high-security, technical, or radiological environments.
- Strong understanding of federal regulatory frameworks, including FAR, DFARS, and OSHA standards.
- Ability to obtain or maintain an active DOE “Q” or “L” security clearance.
- Strong verbal and written communication skills
- Demonstrated ability to work independently and as part of a team
- Ability to handle confidential information with discretion
