Responsibilities
The Remote Sensing Laboratory, Nellis (RSL-N) is seeking a talented individual to join our operations located at Nellis Air Force base in Las Vegas, NV. We are searching for a highly motivated individual interested in supporting the Unmanned Aircraft Systems (UAS) Program as a Program Manager I.
Key Responsibilities
Direct all phases of program for multiple customers with a value of <$11M annually from inception through completion.Establishing goals based on strategic outlook related to programmatic needs for the program. Act as the primary point of contact for programmatic activities, to include leading program review sessions and working with the Headquarters Federal Program Manager to coordinate cost, schedule, and technical performance.Responsible for managing the budget, to include creating and updating spend plans and working with the assigned Project Controls personnel to ensure that spending is on track.Advocate and lead programmatic collaboration and integration for both RSL locations, the NNSS and Strategic Partnership Programs (SPP) supporting the UAS program.Manage milestones associated with the UAS Program: manage task plans to ensure they are being met throughout the year. This also includes working with the Headquarters Federal Program Manager and SPP customers to ensure that needs and expectations are accomplished. Must be able to communicate program expectations. Participate in planning, staffing and scheduling activities; allocate resources and personnel to satisfy program and project needs.Create an environment where employees feel safe to raise issues, empowered to address issues, and supported to resolve issues.Develop, coordinate, and enforce systems, policies, procedures, and productivity standards.Resolve multiple and any program issues as they arise.Take immediate action to correct reported or observed unacceptable environment, safety, health and quality conditions/behaviors.Regularly face conflicting and/or challenging deadlines.Must exhibit professionalism and discretion to internal and external customers.Must have professional interpersonal skills to appropriately communicate and address issues with management, headquarters customers, and federal oversight personnel.Must be willing and able to travel worldwide, sometimes under severe conditions, as a member of Nuclear Emergency Support Team (NEST) emergency response teams.Perform other related work as assigned by their manager.
Qualifications
Due to the nature of our work, US Citizenship is required for all positions.
- Bachelor’s degree or equivalent UAS training and experience, plus a minimum of 11 years of related and progressively responsible experience.
- 14 CFR, Part 107 Certification is required.
- Project Management Professional (PMP) highly desired.
- Must have a strong background in program management, leadership, and training and safety.
- Must have demonstrated success and recognition in organizational management, training and safety.
- Must have demonstrated experience coordinating with interagency partners in the field of business and leading teams in the collection and analysis of UAS sensors or photographic data.
- Must be highly organized, proficient at multitasking, and be self-motivated and able to complete tasks independently.
- Must possess excellent verbal and written communications skills.
- Able to effectively maintain constructive working relationships at all levels of the organization.
- Must be willing to complete training to become qualified UAS training instructor.
- Must be willing to perform non-working hours, on-call duty, and ensure availability to work non-standard hours and deploy worldwide on short notice.
- Must be capable of performing moderate lifting and be medically qualified for worldwide travel.
- Must submit immunization for worldwide travel.
- The primary work location will be Nevada National Security Sites, Mercury Nevada based out of the Remote Sensing Laboratories at Nellis Air Force Base, Nevada (RSL-N).
- Work schedule for this position will be 4/10’s, Monday – Thursday (subject to change).
- Candidates must be able to obtain a Sensitive Compartmented Information (SCI) accesses.
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Must possess a valid driver’s license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 , “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.
Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709 , “Counterintelligence Evaluation Program.”

Annual salary range for this position is:
$126,984.00 - $203,174.40.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
