We are on a mission to find a Talent Sourcer to join our Talent Acquisition team!
Reporting to the Recruiting Team Leader, the Talent Sourcer is responsible for identifying, engaging, and attracting top technical and specialized talent to support PNNL’s mission. In this position, you will source and interact with potential candidates, build and maintain proactive talent pipelines, conduct initial candidate screenings, set up interviews as applicable, manage the candidate database and track conversion metrics.
The Talent Sourcer partners closely with recruiters and hiring leaders in the laboratory. They will bring strong sourcing expertise, curiosity about PNNL’s research environment, and the ability to operate effectively in a compliance‑driven organization. As the Talent Sourcer, you will be innovative in the use of sourcing techniques to develop diverse talent pools, use data to provide market and talent insights, and serve as a trusted strategic partner.
This position is On-site/Hybrid - Richland, WA preferred!
Responsibilities- Responsibly leverage AI-enabled sourcing tools, talent intelligence platforms, and automation to increase efficiency while maintaining a human-centered approach to candidate outreach and engagement.
- Partner closely with recruiters and hiring leaders to calibrate on evolving hiring needs, influence talent strategy decisions, and operate effectively in ambiguous or rapidly changing environments.
- Identify qualified candidate profiles using various advanced sourcing technique knowledge (e.g. Boolean, LinkedIn, SeekOut, Slack, GitHub, talent intelligence tools, AI-enabled search platforms, open source).
- Develop and execute creative sourcing strategies for technical and professional roles.
- Build and nurture proactive talent pipelines through strategic market research, targeted outreach, talent community development, referrals and ongoing relationship management with passive candidates.
- Monitor sourcing effectiveness and labor market signals to continuously refine outreach strategies and improve hiring outcomes.
- Engage candidates through targeted messaging, branding initiatives, and multi-channel outreach strategies across digital and in-person environments including email and text recruit.
- Maintain regular communication regarding recruiting pipelining efforts by providing status updates to all stakeholders through calibration touch points.
- Screen candidates for technical alignment, qualifications, and interest in the organization’s mission-driven work.
- Sets up candidate interviews with hiring leader and/or recruiters, as applicable.
- Promotes our employer brand online and offline.
- Prepare and deliver clear, data-driven presentations and reports to stakeholders on pipeline health, sourcing performance, hiring risks, and market intelligence, demonstrating strong executive presence and influence.
- Track and analyze pipeline metrics and conversion data to evaluate sourcing strategy effectiveness and recommend process improvements.
- Maintain accurate candidate records and pipeline activity within the applicant tracking system (ATS) to ensure data integrity and reporting readiness.
- Drive continuous improvement initiatives that enhance sourcing operations, stakeholder collaboration, and overall recruiting effectiveness.
- Perform other related duties as assigned.

Security, Credentialing, and Eligibility RequirementsAs a national laboratory, PNNL is responsible for adhering to the Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, which require new employees to obtain and maintain a HSPD-12 Personal Identify Verification (PIV) Credential. To obtain this credential, new employees must successfully complete the applicable tier of federal background investigation post hire and receive a favorable federal adjudication. The tier of federal background investigation will be determined by job duties and national security or public trust responsibilities associated with the job. All tiers of investigation include a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last 1 to 7 years (depending on the applicable tier of investigation). Illegal drug activities include marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
For foreign national candidates:
If you have not resided in the U.S. for three consecutive years, you are not eligible for the PIV credential and instead will need to obtain a favorable Local Site Specific Only (LSSO) Federal risk determination to maintain employment.
