Job Description
Plans, solicits, awards and administers subcontracts or purchase orders in accordance with established policies and procedures; interprets specifications and statements of work; analyzes proposals where price and/or technical evaluations exist; researches and interprets regulations and contract requirements; establishes objectives, performance criteria and measures regarding contract administration; and prepares pre-proposal meetings and post award meetings.
Must be able to manage a high-volume and complex workload with competing deadlines while providing attention to detail to ensure efficient and timely completion of our mission.
Will be required to maintain a comprehensive knowledge of applicable federal, state, DOE, corporate and plant rules, regulations, and operating policies & procedures.
Additionally, The Following Activities May Be Required
- Communicates with suppliers to achieve required service/products and meet project needs.
- Communicates with engineering, project controls, project management on contract status and/or provide support when contractual issues arise.
- Participates in negotiations of purchase, following review and approval of the proposed negotiation plan by project procurement management and project management.

Minimum Job Requirements
- Bachelor's degree

- OR Eight or more years of education and/or relevant experience may be considered to satisfy educational and years-of-experience requirements for this posting
Preferred Job Requirements
- Bachelor's degree in supply chain, business, engineering or related discipline or equivalent years of experience
- Knowledge of cost and price analysis theories and techniques, negotiation strategies and techniques, award and administration of various types of contracts including fixed-price, cost reimbursement and labor-hour/time-and-material
- Working knowledge of government regulatory acquisition requirements (DEAR, FAR)
- Experience with construction or equipment subcontracts administration, architectural & engineering professional services
- The ability to work independently translating procurement objectives into executable plans
- Critical problem solving and evaluation skills
- Strong communication skills for interfacing with vendors and with internal stakeholders
- Ability to prioritize work (Time management skills)
- Training and experience in innovative purchasing applications (ex. SAP)
- Practical procurement knowledge of generally accepted best business practices
- Ability to articulate strong team and customer-oriented behaviors
- Excellent interpersonal skills, oral and written communication
- Ability to research regulations and policies
- Ability to analyze standard to moderately complex data and problems
- Proficiency in Microsoft Office Suite (Excel, Word, Etc.)
- Professional certifications related to Supply Chain such as CPM or CPSM
- Ability to read engineering and architectural drawings/specifications
- Working knowledge of Enterprise Resource Planning (ERP) systems

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.
