Position Overview:
The Emergency Preparedness Manager at BWXT Ordnance Tennessee will manage, develop, and implement the Emergency Preparedness Program and ensure the readiness of the staff and facilities in the event of a radiological, hazardous, security, and/or natural disaster emergency to protect employees, community and environment. The Emergency Preparedness Manager will plan, coordinate and direct emergency management affairs with the onsite Emergency Response Teams, offsite response agencies, hospitals and regulatory agencies.

Your Day to Day as Emergency Preparedness Manager:
As our Emergency Preparedness Manager at NOGJ, you will report to the Sr. Manager of Safety and will be responsible for planning, implementing and overseeing the Emergency Response Organization (ERO) by preparing plans related to potential radiological or hazardous events, natural disasters, emergencies or civil unrest events at the BWXT Jonesborough Facility. The role will integrate within the existing NOGJ safety program to work closely with facility staff, management, and external agencies to promote a culture of safety and prepare a robust emergency response plan to ensure the safety of our employees, the local community and maintain environmental stewardship.
- Establish and maintain Emergency Response Organization (ERO) Teams including Emergency Response Staffing assignments, On Scene Coordinators, and related support teams
- Provide oversight to first line response groups such as medical, on-site fire response, security and radiation technicians during emergency response drills and activities
- Establish training and qualification standards for the ERO teams
- Develop lesson plans, coordinate and deliver training
- Maintain training and qualification for team groups
- Manage, develop and maintain Emergency Plans and implementing procedures
- Evaluate and ensure effectiveness of plans and procedures are maintained within the current organization, during installation of new facilities, security upgrades, new programs, facility changes and lessons learned
- Strategically plan, develop and execute emergency exercises, drills and tabletop scenarios
- Develop and submit emergency exercise packages to regulatory agencies
- Provide planning, scheduling and coordination with local and state offsite agencies and hospitals for execution of exercises
- Establish as liaison; maintain communications/relationships; and coordinate with offsite agencies including the Emergency Management Directors, hospitals, ambulance services, fire departments, HAZMAT agencies, and Health Departments
- Develop, evaluate and provide orientation and training
- Maintain the Spill Prevention and Countermeasures Plan including its implementing procedures, requirements and inspections
- Assist and maintain Process Safety Management (PSM) and Risk Management Plan (RMP) as related to emergency preparedness and response
- Establish, maintain and inspect redundant communication systems to support emergency response measures and maintain emergency communications lists and perform system tests
- Establish, maintain and inspect meteorological and dose modeling systems to support emergency response measures
- Establish, maintain and inspect emergency facilities and equipment to support emergency response measures
- Plan for training, facility, equipment and other resources. Assure successful integration of Emergency Preparedness requirements with other safety and operations Departments
- Support budget and maintain cost controls
- Implement program assessment, measurement and reporting activities. Develops and implements corrective actions generated from exercise/drill critiques, audit findings and self-assessment
- Assist with TEMA, TDEC, federal stakeholders and local agencies for regulatory and inspection matters
- Evaluate and support security upgrades, new facilities, and new program and plant facility changes to meet regulatory requirements
Required Qualifications:
- Requires a Bachelor's degree in Occupational Health and Safety, Environmental Science, or a related science or engineering field; a master’s degree is a plus
- Requires 5+ years of experience in safety management, preferably in a chemical processing facility
- Requires extensive knowledge of emergency response protocols, guidelines and safety regulations, policies, and best practices (e.g., OSHA, EPA)
- Requires experience with Process Safety Management (PSM) and Risk Management Programs (RMP) (related to OSHA and EPA requirements)
- Requires strong analytical and problem-solving skills, with the ability to assess risks and implement effective solutions
- Requires excellent communication and interpersonal skills, with the ability to engage and influence employees at all levels, both internal and external to the organization
- Relevant certifications (e.g., Certified Safety Professional (CSP), Occupational Health and Safety Technician (OHST) are preferred
- Must be able to work effectively in a team environment and effectively interface with all levels of personnel internal and external to the Company
- Requires proficiency in safety management software and Microsoft Office Suite
- Must be a US Citizen with no dual citizenship
- Must be eligible to obtain and maintain a Department of Defense (DOD) and/or Department of Energy (DOE) security clearance

Pay: $$114,000.00 - $$180,000.00
The base salary range for this position in Tennessee (US-TN) at the start of employment is expected to be between $$114,000.00 and $$180,000.00 per year. However, the base salary offered is based on local job market factors, and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits. Details of participation in these benefit plans will be provided at such time the selected job candidate receives an offer of employment. If hired, the selected job candidate will be employed 'at-will,’ unless employed at a location and in a position subject to a collective bargaining agreement. The company further reserves the right to modify base salary (as well as any other discretionary payment, compensation or benefit program) at any time, including for reasons related to individual performance, company or individual department/team performance, and other market factors.
