Overview:
Oak Ridge National Laboratory is the largest US Department of Energy (DOE) science and energy laboratory, conducting basic and applied research to deliver transformative solutions to compelling problems in energy and security. The Enrichment Science and Engineering Division (ESED) is seeking multiple Integrated Product Team (IPT) Leaders who will support the Domestic Uranium Enrichment Centrifuge Experiment (DUECE) by technically leading the multi-disciplinary IPT’s responsible for research, development, and design of specific sub-systems within the enrichment devices being developed for deployment.
A key to successful DUECE project execution lies in solving complex problems within specific sub-systems through integrated teams of individuals from relevant product disciplines. IPTs are typically more effective than individuals at problem-solving, as the collective group understands more aspects of a problem, generates more options, discards unviable ideas more quickly, builds upon each other’s concepts, and shares responsibility for the outcomes when empowered to execute.
We refer to these groups as IPTs because they are formed based on a grouping of common sub-systems within the overall machine design. The team membership is cross-functional, including representatives from engineering, operations, manufacturing, quality, reliability, and any other necessary discipline required to develop or deliver a design that meets performance and operational requirements.
As part of our team, the IPT Leaders will be responsible utilizing project management principles along with sound technical judgement to lead the development and execution of the technical scope of the GEN 1 and GEN 1.5 designs within the Domestic Uranium Enrichment Centrifuge Experiment (DUECE) project. Specifically, this project scope includes the Design Authority, including change management for the specific sub-systems that the IPT is responsible for, the maturation of the design through progressing Technology Readiness Levels (TRL) as well as the resolution of all technical issues that arise with the design. These IPT Leader positions work closely with the DUECE Technical Project Manager (PM), the DUECE WBS Managers, ESED Line Management, and matrixed project controls staff to technically lead discrete project scope according to approved schedules, budgets, and technical milestones within the DUECE Project Management Plan (PMP). Additional interfaces will be with specific technical authorities, engineers, technicians, and other individual stakeholder personnel.
Major Duties/Responsibilities:
- Responsible for planning and managing major technical scope development and execution for the sub-system for which the specific IPT is responsible
- Responsible for representing ORNL’s Design Agency role in interactions with external stakeholders.
- Has broad technical responsibility for the specific major sub-system, guided by project goals/milestones as well as ESED division policies and procedures.
- Support the DUECE Technical Project Manager (TPM) in facilitating and coordinating project technical direction and decision-making activities.
- Be the leader or “Go-To” person and spokesperson for the specific technology sub-system for the DUECE GEN 1/1.5 Design
- As an IPT Leader, strive to be the most knowledgeable person about the status and direction for that specific sub-system
- Operate a cohesive team (IPT), not just as an individual, to achieve the current milestones and future goals for the sub-system and integrated machine design
- Provide design and decision authority for the GEN 1/1.5 sub-systems, as well as strong awareness of other ESED technical issues or changes to similar sub-systems
- Based on project driven goals or technical issue resolution, provide development and design direction for GEN 1/1.5
- Deliver the planned scope 1, 2, and 5 years in the future, related to the specific sub-system, to the applicable WBS Managers for incorporation into the schedule and PMP. This includes technical scope and infrastructure needs.
- Provide technical status and scope updates to the respective WBS Manager for monthly reporting.
- Be a key member of the Integrated Machine IPT
- Perform ad-hoc activities as directed by the TPM or supporting ESED line management.
- Support the project management staff in preparing for various internal and external project reviews.
- Effectively communicate technical project status, updates, and plans to ORNL management, DUECE Project Management, and external project sponsor leadership and technical oversight group when necessary.
- Provide project technical leadership, in collaboration with other IPT Leaders, the DUECE TPM, and ESED Group/Section Leaders, that advances the Defense Fuels Program technical goals at ORNL.

Required Qualifications:
- BS or BA degree in engineering, or a science/technical field and 12+ years of relevant professional experience.
- Minimum of 5 years’ experience leading multidisciplinary technical teams
- Electro-mechanical systems design and development experience
- Strong experience with change management and configuration control
- Excellent communication skills, with the ability to successfully interact with DOE, project reviewers, senior laboratory management, and senior project staff members.
- Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
- Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.
- Ability to obtain a DOE Q clearance which requires US Citizenship.
Preferred Qualifications:
- Active DOE Q Clearance
- Master’s degree in engineering, or a science/technical field.
- Minimum of 8 years’ experience leading multi-disciplined technical teams in a large project or product development to deployment environment
- Enrichment systems experience
- Successful execution of research and development or other large technology-based projects at ORNL or within the DOE complex.
- Experience with and development of high-speed rotating electro-mechanical systems and associated technology.
- Previous centrifuge experience.
- IPT Specific Experience (suspensions, motors, rotors)
Special Requirements:
- Q or L clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
Security, Credentialing, and Eligibility Requirements:

All employees must also be able to obtain and maintain a federal Personal Identity Verification (PIV) card as mandated by Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, which requires a favorable post-employment background investigation.
To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.

If you have not resided in the U.S. for three consecutive years, you are not eligible for the PIV credential and instead will need to obtain a favorable Local Site Specific Only (LSSO) risk determination to maintain employment.
