OverviewThe Operational Systems Directorate (OSD) leads delivery of PNNL’s 10-year, $1.2 billion campus construction portfolio— the single largest construction and modernization effort in the Laboratory’s history. OSD oversees operations and facility services, maintenance, and infrastructure planning.
A team of nearly 800 staff comprise OSD, spanning in a wide range of disciplines, including craftspeople, engineers, construction professionals, technicians, scientists, administrators, and specialists. Together, they ensure that PNNL’s assets, services, and OSD-led programs are managed and performing safely, securely, reliably, effectively, and efficiently.
The directorate stewards more than $250 million in annual budget authority; managing more than 2.5 million square feet of facility space across two campuses; overseeing approximately 200 regulatory program areas; and executing a multi-million-dollar facility and infrastructure project portfolio.
The Facilities & Infrastructure Operations (F&IO) Division is responsible for operating and maintaining PNNL’s buildings, grounds, and utilities. The F&IO team includes plant engineering, fabrication, craft services, duplicating and mail services, facility program support, relocations, and receiving. F&IO is home to approximately 363 staff including more than 250 bargaining unit (union) staff.
Shielded Facilities Operations is seeking a Nuclear Operations Technician Level 4. This level 4 position is for a senior level technician that has proven experience working safely and successfully with radioactive and hazardous material in and around a variety of environments including hot cells, fume hoods, glove boxes, bench tops and in radiological facilities. Work will support a wide range of research and development projects at the 325 Radiochemical Processing Laboratory. Work will include operation of electromechanical manipulators in hot cells, analytical chemistry, decontamination of radioactive material, preventative and corrective maintenance of radioactive systems, radiological waste management, logging facility systems status, hoisting and rigging, and working with a wide range of laboratory instrumentation and equipment. Work requires precision in following written procedures and conforming to facility conduct of operations.
ResponsibilitiesThe Manager of 325RPL Nuclear Work Team (NWT) or NWT Manager is responsible for managing a team of approximately 15 Bargaining-Unit staff. Staff include Carpenters, Pipefitter, Teamsters, Millwrights, Sheetmetal, and Electricians, who are responsible for maintaining the 325 Radiochemical Processing Laboratory (325RPL) in a mission ready state by performing preventive and corrective maintenance, support to Research & Development staff, and minor construction support.
The NWT Manager assigns and oversees activities performed by Bargaining Unit personnel, supports implementation of the Conduct of Operations program required by DOE O 422.1 for a category 2 non-reactor nuclear facility via appropriate use of HPI tools, ISM, and PNNL’s Safe Conduct of Research principles. The NWT Manager ensures all tasks comply with facility operational limits and is accountable for the performance and results of their team. Responsible for daily Bargaining Unit contract activities, incident investigation, response coordination, staff safety training and task assignments. Maintains strong linkages with facility management, occupants, and other functional organizations and exhibits knowledge of project management, work control, plant operations, quality (NQA-1), radiological controls practices, and environmental, safety and health policies and procedures are required. Demonstrates ability to motivate, guide, direct and manage skilled union labor and resolve sensitive personal matters and problems of a complex technical nature. The NWT Manager is a key contributor to 325RPL’s System Reliability, Hazardous Energy, Fire Protection, Nuclear Maintenance Management, Quality Assurance, Radiological Protection, Conduct of Operations, and System Engineering programs. The NWT Manager is a key member of the management team for short, medium, and long-range facility planning and budgeting and their input impacts departmental plans and priorities to address resource and operational challenges. NWT Manager provides technical guidance to employees, peers, colleagues, and customers and the role requires in-depth conceptual, technical, and practical knowledge in team building, ISMS, work control, quality assurance, radiological controls & planning, nuclear & criticality safety, and worker safety & health.
- Develop and administer work instructions and provide oversight to ensure safe operations.
- Rigorously apply hazardous energy control processes.
- Work within the facility’s safety basis and understand when job scope may have an impact on the safety basis and require investigation.
- Manage budgetary requirements necessary to operate the work center.
- Maintain facility and work center standards. Properly implement Integrated Safety Management Guiding Principles and Core Functions and PNNL’s Safe Conduct of Research principles into every activity.
- Maintain trained, proficient, and qualified staff.
- Perform periodic inspections, walk downs, pre/post job briefs, and resolve complaints.
- Plan, schedule, assign, and maintain work schedule to ensure customer needs are being met. Collaborate with facility management in support of their requests or special projects that may affect staffing.
- Identify, recommend, and implement opportunities for improved operations.
- Acquire services, supplies, equipment, and materials to ensure efficient work center operations. Monitor and maintain a materials, parts, and equipment inventory.
QualificationsMinimum Qualifications:
- BS/BA and 8 years of relevant experience -OR-
- MS/MA or higher and 6 years of relevant experience
Preferred Qualifications:
- Progressive experience managing facility maintenance and operations programs in nuclear or DOE-regulated environments.
- Proven ability to lead and develop multidisciplinary teams, including experience working within a bargaining-unit environment.
- Applied working knowledge of DOE Orders 422.1 and 433.1, with demonstrated implementation of Conduct of Operations or Maintenance Management practices.
- Demonstrated success improving safety performance, operational efficiency, or regulatory compliance metrics through effective project management and staff engagement.
- Strong interpersonal and conflict-management skills with a record of building effective cross-functional relationships across technical and operational organizations.
- Ability to think strategically while executing tactically, analyzing complex operational issues and implementing measurable, sustainable improvements.
- Experience using a Configuration Maintenance Management System (e.g., Maximo) to plan and track work activities.
Hazardous Working Conditions/EnvironmentPosition will require working around ionizing radiation, chemicals, and other industrial hazards common to the workplace.
Additional InformationThis position requires the ability to obtain and maintain a federal security clearance.
