Overview:
We’re hiring a Senior IT Project Manager to take on a portfolio of information security projects utilizing industry standard best practices, laboratory and division project management processes and guidelines!
The position will interact directly with the Chief Information Office (CIO) and all levels within the organization, including senior managers, Group and Team Leaders, Enterprise and Data Architects, research organizations, application developers, IT support staff, subcontractors and external vendors. This position is in the IT PMO & Comms division in the Information Technology Services Directorate at Oak Ridge National Laboratory (ORNL).
Major Duties/Responsibilities:
Planning and Budgeting
- Determines requirements and best approach for project management methodology for multiple projects, develops work breakdown structures, Project Management Plans and/or backlog feature and story definitions, project tasking and sequencing for project schedules, develops project budget and resource plans with the sponsor and finance officers.
Leadership
- Assembles, manages, and directs project teams to accomplish project goals and deliverables. Ensures projects are delivered on time, within scope and budget, and are of acceptable quality.
- Assists and mentors team members on methodology.
Communication
- Ensures projects execute adequate communication plans, all stakeholders are appropriately informed of project status and project teams have project information and resources to succeed.
- Communicates, collaborates, and Interfaces with project sponsors, ITSD leadership, subject matter experts (SMEs), and other resources.
- Gains trust and forms relationships with leadership, sponsors, principal investigators and project team members.
Risk Management
- Identifies, diagnoses, and consults on project risks and issues.
- Identifies mitigation strategies or corrective actions, reports and escalates as appropriate.
Project Salvage
- Takes leadership, assesses project risks/issues/problems, implements corrective actions, escalates to leadership as appropriate, and establishes new project baselines.
Reporting
- Prepares and presents presentations, reports and dashboards, providing recommendations and findings on matters relating to projects.

Basic Qualifications:
- A BS degree in computer science, business management, information technology, project management, or a related discipline and a minimum of eight (8) to twelve (12) years of aligned project management experience is required for consideration. An overall combination of equivalent education and experience may be considered.
- Masters’ holders should have a minimum of seven (7) to ten (10) years of relevant and aligned experience.
- PhD holders should have four (4) to six (6) years of relevant and aligned experience.
- Masters and PhD degree holders in the same fields of study are also encouraged to apply:
- Must have a thorough understanding of project management methodologies and practical application managing IT projects including developing business cases, defining scope and deliverables, scheduling and cost estimating, budgeting, communications, stakeholder management, status reporting, change management, quality assurance and retrospectives/lessons learned.
- Proven understanding of IT platforms, systems and tools and able to translate user requirements into actionable project requirements and deliverables.
- Demonstrated practical experience in IT project work, applications development, and major infrastructure/technology deployments and upgrades.
- Knowledge and experience managing application software development and/or implementation projects utilizing best practice lifecycle processes such as Agile.
Preferred Qualifications:
- An advanced degree in computer science, business management, information technology, project management, or a related field of study.
- Project Management Professional certification.
- Experience with IT specific project management methods, such as Agile and its associated processes.
- Information security or cyber security experience, education and/or certifications.
- Ability to organize and coordinate work on a variety of assignments with minimal supervision.
- Demonstrated interpersonal skills working in a matrix/collaborative environment with a broad range of individuals, particularly including scientists, engineers, managers, administrators, and technicians.
- Strong communicator at all levels of an organization, as well as to external stakeholders.
- Experience with Microsoft Office suite, Microsoft Project, the Atlassian suite of tools, Elastic and ServiceNow.
Special Requirements:
- Visa sponsorship is not available for this position.
- This position requires the ability to obtain and maintain clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.

This position is in Oak Ridge, Tennessee and requires onsite presence. We offer a flexible work environment that supports both the organization and our employees. A hybrid/onsite working arrangement may be available with this position, which provides flexibility to work periodically from your home, while reporting onsite to the Oak Ridge, Tennessee location on a weekly and regular basis.
