What You'll Do
As Talent Management Manager, you will be a strategic architect and operational leader for talent lifecyle initiatives. You will oversee the identification, development, performance, and retention of talent to ensure Pantex has the workforce capabilities it needs achieve its goals. Your core responsibilities will include career development, leadership development, performance and potential management, succession planning, and engagement.
- Design and execute talent management strategies that are consistent with the Pantex Strategic Agenda and best in class talent management organizations and practices.
- Partner with Human Resources, Organizational Development & Training, and business leaders, as appropriate, to drive talent strategies and programs that support workforce attraction, retention, development, engagement, and a positive employee experience.
- Lead the analysis, design, implementation, and evaluation of talent management programs including performance management, mentoring, career development, high potential identification, succession planning, leadership development, coaching, assessments, and organizational effectiveness.
- Create scalable processes and tools to support the employment lifecycle and provide a positive employee experience.
- Monitor trends and best practices in talent management to ensure competitive and innovative approaches.
- Responsible for organizational compliance with local, state, and federal guidelines including reasonable accommodations and Office of Federal Contract Compliance Program (OFCCP) regulations.
- Build and lead a strong functional team through effective recruiting, hiring, training, coaching, and team building. Ensure that onboarding/training plans are established and implemented.
- Utilize the SuccessFactors Performance Management module for the performance management process; implement SuccessFactors Succession and Development module for career development and organizational succession planning.
- Build and maintain relationships with the Nuclear Security Enterprise, professional and community organizations, and industry-specific partnerships as representative of Pantex.
- Plan and monitor the Talent Management budget.

Minimum Job Requirements
- Bachelor's Degree and minimum 7 years of relevant experience
- OR Applicants without a bachelor's degree may be considered based on a combination of at least 15 years of completed education and/or relevant experieenc
Knowledge, Skills, and Abilities
- Demonstrated work experience in various functional areas of Human Resources.
- Experience implementing full-cycle succession plannng.
- Experience coaching leaders through complex people and organizational issues and resolving performance concerns.
- Knowledge of and experience in interpreting and administering employment law other government compliance regulations core to Human Resources including Title VII of the Civil Rights Act, Americans with Disabilities (ADA), Age Discrimination in Employment Act (ADEA), Fair Labor Standards Act (FLSA), Family and Medical Leave Act (FMLA), Equal Pay Act, Uniformed Services, Employment and Reemployment rights Act (USERRA), Vietnam Era Veterans’ Readjustment Assistance Act (VEVRAA).
- Proven record in developing and implementing enterprise-wide talent strategies.
- Exceptional presentation, facilitation, consulting and stakeholder management skills.
- Experience with talent management systems, HRIS platforms and people analytics tools. Experience with SAP SuccessFactors modules preferred.
- Demonstrated experience leading teams through organizational change, including a strong knowledge of change management principles and ability to guide staff and stakeholders through periods of transition with clarity and resilience.
- Excellent communication and interpersonal skills whether in group or one-on-one settings, having the ability to articulate, influence, and collaborate with stakeholders at all levels.
- High level of integrity and confidentiality in handling sensitive information.
- Ability to research and analyze various types of qualitative and quantitative data.
- Ability to make recommendations to effectively resolve problems or issues consistent with standards, practices/policies, procedures or DOE requirements.
- Ability to manage competing demands and priorities
Preferred Job Requirements
- Supervisory/management experience is preferred but not required.
- Preferred degree in Human Resources, Organizational Development, Industrial Organizational Psychology, or Organizational Leadership.
- The following certifications are desirable, but not required: Senior Certified Professional (SHRM - SCP) or Senior Professional in Human Resources (SPHR-P)

Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status. The ability to obtain and maintain a Department of Energy Q clearance is required.
Position may require entry into Materials Access Areas (MAA) and participation in the Human Reliability Program (HRP). If HRP is required, candidate must complete a counterintelligence-scope polygraph, pursuant to 10CFR 709. Medical requirements may apply.
