Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities
The Program Manager I will report to the Support Infrastructure and Infrastructure Integrated Planning Division Manager. This position will manage multiple program elements essential to deliver and maintain facility assets at the North Las Vegas Facility (NLVF) and Nevada National Security Site (NNSS). This position supports elements of Directorate and Enterprise planning, direct and indirect-funded Operations and Maintenance, and drives specific initiatives that improve the overall business and institutional capabilities to achieve identified objectives. Accountabilities include North Las Vegas Facilities Asset Management, Balance of Plant (BOP) Operations and Maintenance (O&M), Indirect Infrastructure Project Oversight, and Investment Planning and Integration support. The Program Manager I is responsible for all aspects of Program Integration, Management, Planning, Programming, Budget Development and Integration with Enterprise and Headquarters stakeholders.
Key Responsibilities
Direct all phases of program for a single customer with a value of <$50M annually (may be less based on complexity of scope, unique customer set, or visibility of program) from inception through completion.Develop and implement an asset management plan supporting NLVF.
- Provide recommendations on Direct and Indirect funding of scope elements in coordination with Direct Programs Point of Contacts
- Responsible for development of the plan and strategy to maintain facilities and capabilities in alignment with enterprise strategic plans and mission needs.
- Develop and maintain the maintenance and recap project priorities in coordination with facilities management and maintenance organizations.
- Support strategic planning efforts associated with the Machine Shop and Classified Expansion planning activities.
- Develop options, plans and implementation for transitioning indirect support activities to direct-funded activities to improve NNSS site services performance, reliability and customer satisfaction
- Support and Enable Northwest Las Vegas Campus planning and Relocation Initiatives
Responsible for planning and execution oversight for the BOP O&M Portfolios.
- Work with Facility Managers (FMs) to define and document needs
- Prioritize needs and perform initial programming and planning to support projects within facilities
- Ensure that scope is properly integrated with Enterprise Infrastructure Programs Front Door processes and Project Planning & Delivery (PPD) for planning of project construction work
- Formulate annual budgets in partnership with Direct Programs O&M Program Manager
- Monitor and control execution performance in partnership with Project Controls Specialist (PCS) team, FMs, and other Functional Organizations
Supports development and management of Indirect Investment execution.
- Plan and prioritize work scope in coordination with other infrastructure directorates
- Ensure planning is integrated with PPD in accordance with policy
- Work with the Chief Financial Officer and PCS teams to plan and manage development, funding and costing of project execution
- Facilitate scoring, prioritization and integration of infrastructure investments as directed
- Assist with programming and G2 entry for indirect investment portfolios
- Work closely with project teams to manage and report on the funding and execution of Indirect Investment and Program Integration Board Maintenance projects
Qualifications
- Bachelor’s degree or equivalent training and experience, plus a minimum of 11 years of related and progressively responsible experience.
- Knowledge and skills sufficient to lead the development of key program/project elements, schedule, cost, risks, and possess a strong understanding of program/project management concepts.
- Previously demonstrated program and/or project management experience defining, planning, executing, monitoring, controlling, and successfully completing discrete elements of scope in compliance with defined schedule, costs, risk, and quality constraints.
- Experience leading or participating as a key contributor with implementation of NNSA and/or Institutional initiatives.
- The ability to exercise a high degree of accuracy required in writing technical documents and ensuring all company policies and procedures are followed.
- Excellent oral and written communication skills to effectively interface with all levels of the organization.
- Treat all information and data within the scope of the position with appropriate confidentiality and security.
- The primary work location will be at the North Las Vegas Facility.
- Work scheduled will be 4/10s Monday through Thursday (subject to change).
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Must possess a valid driver’s license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 , “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.
Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is: $124,238.40 - $198,785.60.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
