Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities
The Program Manager I will report to the Support Infrastructure and Infrastructure Integrated Planning Division Manager. This position manages multiple enterprise Strategic Planning and Integration functions essential to ensure proper integration, planning and strategic positioning of the enterprise relative to mission needs. This position directs the Infrastructure Integrated Planning and Area Planning functions that identify, define and prioritize enterprise modernization and investment needs to sustain site, mission and enterprise capabilities and objectives. The Program Manager is responsible for the establishment and implementation of processes and procedures that facilitate recurring Integrated Planning (Direct and Indirect) and Area Planning for the Nevada National Security Site (NNSS) as a whole, including satellite facilities. Plans should incorporate prioritized elements of near, mid and long-term strategic needs and requirements for all NNSS infrastructure and facility assets required to enable the NNSS to optimize capabilities in support of program, mission and business priorities.
Key Responsibilities
Direct all phases of program for a single customer with a value of <$50M annually (may be less based on complexity of scope, unique customer set, or visibility of program) from inception through completion.Develop and implement a sustainable Integrated Planning model that effectively defines a vision and framework for development and modernization of the NNSS in alignment with mission needs and requirements.Establish a mechanism to sustain integration across the organization relative to planning for infrastructure modernization.Ensure that integrated planning is aligned with enterprise strategic goals and objectives and is integrated properly into the broader company vision for the NNSS.Evaluate and establish appropriate tools, software resources and interfaces to ensure data can be effectively tracked, analyzed, modeled, etc. to enable and support sustained and evolving planning needs and requirements.An Integrated Site Master Plan should include and consider the following elements:
- Site capabilities, resources, constraints, opportunities
- Current and Future mission needs
- Required infrastructure with priorities
- Personnel needs and requirements
- National Nuclear Security Administration (NNSA) and Local Enterprise goals and objectives
- Plan will provide a roadmap (vision) for future needs and mission capabilities of the site
- Plan will include elements of Near, Mid and Long-Term development needs
- Plan will include both facilities and Critical Site Infrastructure (CSI) elements
- Define the framework for how facilities and infrastructure relate to, support and enable one another
- Plan will include a prioritized phasing schedule for programming and implementation
- Integrates the identification, prioritization, programming and planning of Institutional Facilities Modernization Investments and NNSA Program initiatives.
Oversee and implement Area Planning to support current and future Site, Mission and Program needs.
- Area Plans will integrate with overall Integrated Site Master Plan
- Area Plans to incorporate elements/requirements of the site master plan (see above) to the extent they are relevant and apply
- Prioritized and Phased implementation plans
Position will be responsible for engagement of Architectural and Engineering services and support as required to meet the development needs of planning projects
- Development of requirements documents, requisitions, scopes of work, and documentation as needed
- Development of procurement strategies to source needed support
Successfully engage with senior managers within Stockpile Experimentation and Operations, O&I, Mission Assurance and Safety, Emergency Management Safeguards and Security, Nuclear Operations Directorate, Enterprise Services, Nevada Field Office and the NNSA to discuss and evaluate needs and gather input to support planning efforts.
Qualifications
- Bachelor’s degree or equivalent training and experience, plus a minimum of 11 years of related and progressively responsible experience.
- Knowledge and skills sufficient to lead the development of key program/project elements, schedule, cost, risks, and possess a strong understanding of program/project management concepts.
- Previously demonstrated program and/or project management experience defining, planning, executing, monitoring, controlling, and successfully completing discrete elements of scope in compliance with defined schedule, costs, risk, and quality constraints.
- Experience leading or participating as a key contributor with implementation of NNSA and/or Institutional initiatives.
- The ability to exercise a high degree of accuracy required in writing technical documents and ensuring all company policies and procedures are followed.
- Excellent oral and written communication skills to effectively interface with all levels of the organization.
- Treat all information and data within the scope of the position with appropriate confidentiality and security.
- The primary work location will be at the North Las Vegas Facility.
- Work schedule will be 4/10s Monday through Thursday (subject to change).
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Must possess a valid driver’s license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 , “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.
Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is: $124,238.40 - $198,785.60.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
