Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities
The Remote Sensing Laboratory is seeking a talented individual to join our staff in Las Vegas, NV on Nellis Air Force Base. We are searching for a highly motivated individual interested in supporting facilities operations for an organization specializing in emergency response operations.
Key Responsibilities
- Provides technical guidance over facilities administration and coordinates buildings and grounds maintenance and operating services with responsible parties. Develops and investigates facility maintenance and operating procedures, methods, standards, and techniques. Ensure work packages contain appropriate work instructions, proper forms, hazard identification and mitigation checklist, appropriate lessons learned, and other information as required to facilitate safe, secure, and quality work at the Remote Sensing Laboratory (RSL) Sites. Also included is responsibility for staff leadership.
- Furnishes technical suggestions and advice on alterations and improvements to physical facilities, maintenance and repair work, and operating services.
- Assists in the development of an operating maintenance and repair program.
- Assists in negotiations with architects, engineers, and contractors.
- Assists in planning and coordination of comprehensive program for the operation, maintenance and repair of facilities and appurtenant structures.
- Inspects buildings and/or grounds to identify and recommend repairs needed.
- May be required to make engineering decisions in emergencies without engineering review.
- Determine job hazards, define appropriate Personal Protective Equipment (PPE) to be used by workers, schedule tasks and project elements to eliminate interference and enhance the safe execution of work and to track and trend work packages for continuous improvement.
- Provides facility occupancy data, produces facility drawings and space detail listings.
- Oversees the maintenance of an accurate Real Estate Operations Permit (REOP) database. Must be able to assist Facility Manager to maintain an accurate Real Estate Operations Permit (REOP) database.
- Assists facility occupants with space planning.
- Conduct space validation facility inspections and assist facility occupants with space planning. Provide opportunities for improving the definition and planning of work as identified and implemented.
- Interface with National Laboratory personnel, Maintenance personnel, Environmental Safety, Health and Quality (ESH&Q) personnel, project managers, and craft personnel as needed to plan Type I, 2, 3, and 4 work packages and control procedures.
- Interface with DOD/Nellis AFB Senior Leadership as needed to improve professional relationships while representing DOE/RSL interests as a tenant unit.
- Provides project management support for all M&R projects under construction, including coordination with procurement, subcontractors, construction, engineering design, and Site Services management.
- Provides field and technical support in the development, validation, and justification of M&R projects.
- Performs various support functions in the planning process to determine maintenance long range costs, to get field data in support of proposed projects, and to help find alternative solutions that will affect cost and/or energy savings overall.
- Conducts space utilization evaluations, gathers field data requirements to perform analyses, and material purchases.
- Prepares reports and recommendations for management on the technical and administrative aspects of the Facilities program.
- Responsible for ensuring the FAMIS work-order system is maintained, including tasks and checklists. Generates and closes out work orders for the Power and Solid-Waste Operations sections.
- Research sources and costs for special purpose items, tracks status for all ordered items.
- May be requested to qualify for an emergency response position on a Nuclear Emergency Support Team asset.
- Perform other duties assigned by the Facility Manager and/or Department Manager.
Qualifications
- Bachelor’s degree in related field or equivalent training and experience with at least 8 years relevant, progressively responsible experience.
- Experience with business software applications such as Microsoft Word, Microsoft Excel, and Computer Maintenance Management Systems is required.
- Must be able to work effectively in a team environment with minimal supervision.
- Candidate must have excellent written and oral communication skills to interact with facility tenants, supporting organizations, external customers, and visitors.
- Must be willing to work non-standard hours due to emergency situations and be able to respond 24/7.
- Provide broad facilities support during exercises, drills, and real-world events.
- Knowledge of building systems and supporting processes to ensure safe and efficient operations. Practical facility management experience preferred.
- Must be able to deal effectively with conflicting deadlines.
- Demonstrated leadership qualities with emphasis on continuous improvement and team building.
- Must be available for emergency recall 24 hours a day during specific periods of time.
- Must meet all medical and training requirements if selected to stand duty for emergency response assets.
- Must be willing to perform non-working hours, on-call duty, and ensure availability to work non-standard hours and/or emergency response requirements.
- Must be capable of performing moderate lifting and be medically qualified for worldwide travel.
- Physical Requirements include ability to stand, sit and walk for prolonged periods of time. Must have the ability to climb, crouch and reach.
- The work location is the Remote Sensing Laboratory located on Nellis Air Force Base in Las Vegas, NV.
- Work schedule for this position will be 4/10’s, Monday – Thursday (subject to change) and may require weekends and night shift.
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Must possess a valid driver’s license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2 , “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.
Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is: $99,790.57 - $152,180.63.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
